NOES: None. ABSENT: None. ABSTAIN: None. SUBJECT: In the Matter of Adjusting 1988 Compensation for Full-time 88/ ' 403 Employees in Volunteer Fire Protection District. WHEREAS the Board of Supervisors adopted Resolution 88/75 effective January 1, 1988 which established continuing policy for adoption of pay rates and other compensation in the volunteer fire districts of East Diablo, Bethel Island, Byron, Oakley, Crockett and Tassajara; and WHEREAS the Board of Supervisors on April 26, 1988 adopted Resolution 88/222 which made effective a Memorandum of Understanding covering the period 1/1/88 to 12/31/88 between the County and Local 1230, International Association of Firefighters (IAFF) containing provision for a 4% (39 level ) general increase on April 1, 1988 and a lump sum payment for the months of January, February and March 1988; and WHEREAS the Board of Supervisors on June 28, 1988 adopted Resolution 88/377 which implemented a 4% (39 level ) general increase for management classifications in Merit System Fire Districts on June 1, 1988 with a lump sum payment back to January 1, 1988; therefore, THE BOARD OF SUPERVISORS RESOLVES THAT: 1. The following compensation provisions and rates of pay for full-time employees of East Diablo and Bethel Island volunteer fire districts are established effective July 1, 1988: i A. East Diablo Fire Chief tied to Assistant Fire Chief Group II less 97 levels C3-2126 ($4196-4626) 1st. Assistant Chief tied to Fire Marshal West C5-1969 ($3253-3954) 2nd. Assistant Chief tied to Fire Captain C5-1916 ($3085-3750) i Fire Captain tied to Senior Firefighter C5-1774 ($2677-3254) B. Bethel Island Fire Chief tied to Fire Captain C5-1916 ($3085-3750) Assistant Fire Chief tied to Senior Firefighter-Paramedic C5-1870 ($2946-3581) Battalion Chief tied to Firefighter-Paramedic C5-1792 ($2725-3313) RESOLUTION NO. 88/403 r. 2. In lieu of a retroactive pay requiring special payroll recomputation processing back to January 1, 1988, the County will make a lump sum payment to each employee in the classes listed in Section 1;.based upon payment methodology previously establ.ished. The lump sum payment will be added to the employees' regular August 10th pay warrants and is subject to normal withholding and retirement deduction requirements as .may apply. 3. In lieu of a retroactive pay requiring special payroll recomputation processing back to January 1, 1988, the County will make a lump sum payment to each employee in the classes listed in Section3, based upon payment methodology previously established. The lump sum payment will be added to the employees' regular August 10th pay warrants and is subject to normal withholding and retirement deduction requirements as ,!'may apply. If, after receiving the lump sum payment, as specified in sections 2 and 4 above any employee finds more than a $30.00 negative difference in pay, the Auditor's Office will verify. the difference, if any, and will pay the difference as soon as possible. Written notification of the alleged error shall be filed with the Employee Relations Division Iof the County Personnel Department not later than five (5) working idays following receipt of the August 10, 1988 lump sum payment. 6. Effective January 1, 1988, all eligible full-time employees of the several volunteer fire protection districts shall receive a First Responder Basic Life Support differential of sixty five ($65.00) dollars per month under the following terms and conditions: 1. The employee has completed a District approved course 'of instruction in Emergency Medical Care; and 2. maintains a current, valid certificate of Emergency Medical Care Training issued by the respective fire protection district. i The First Responder Basic Life Support differential is payable from the first shift of actual work in the month following issuance of the employee's certificate. To continue to be eligible for the salary differential , employees shall at all times maintain acurrent, valid certificate issued by their respective fire protection district. 7. Full-time employees of the several volunteer fire protection districts whose position titles are listed in Sections 1 and 3 aboveshall continue to be eligible to participate in the County Health Plan program of combined medical , dental and life insurance coverages through Contra Costa County Health Plan (CCHP) , Herrick-Alta Bates Health Service (HEALS) , Kaiser-Permanente Foundation (KPF) , Delta Dental Plan (DDP) , Safeguard Dental Plan (SDG) and Aetna Life Insurance. The volunteer .Fire Districts will contribute up to the following monthly amounts toward the existing program of insured coverage(s) provided. CHOICE None S $ 135.34 None F 318! 33 DDP S 141;.81 DDP F 326.25 SGD S 142:29 SGD F 326.24 Effective August 1, 1988, the County will contribute up to six dollars ($6.00) per month for a single subscriber and up to fourteen dollars ($14.00) per month for a subscriber with dependents, based ,on the premium increase set by the Kaiser-Permanente Foundation Health Plan. - 3 - RESOLUTION NO. 88/403 i 8. Effective July 1, 1988 management Life Insurance shall �be modified to provide $35,000 Term Life Insurance for the two positions of Assistant Fire Chief in the East Diablo Fire District. All other management benefits as initially specified is Section 6 of Resolution 88/75 for the Fire Chief and the Assistant Fire Chiefs in East Diablo Fire District are continued unchanged. 9. Effective July 1, 1988, Resolution 88/31 adopted January 1.9, 1988 by the Board to adjust hourly pay rates for volunteer firefighters in the several volunteer fire districts in amended to provide that volunteers in the Byron Fire District designated as Fire Captains shall receive, in addition to other hourly compensation to which they are entitled, a salary of $80.00 per month in recognition of training and company record maintenance responsibilities. 10. Effective May 16, 1988, monthly compensation for the position of Firefighter Intern in the Tassajara Fire Protection District is increased from $548 to $748. This increase is in recognition of the 7/1/88 adjustment of the minimum wage to $4.25 per hour. 11. Effective July 1, 1988, adopt specification for the class of Fire Station Operator C5-1696 ($2476-3010) .
