Conservancy for a Grant to ) RESOLUTION NO. 88/ 304
Implement the Wildcat Marsh )
Enhancement Plan )
WHEREAS, Wildcat Marsh is a saltmarsh located at the mouth of
Wildcat Creek in the jurisdiction of the City of Richmond (the City)
that has historically provided valuable wildlife habitat; and
WHEREAS, Wildcat Marsh has been isolated from historically
contiguous wetlands and uplands and has been reduced in size and in
habitat value by deposition of flood -borne coarse sediment from Wildcat
Creek; and
WHEREAS, the Contra Costa County Flood Control and Water
Conservation District (the District) and the U.S. Army Corps of
Engineers (the Corps) have built a portion of the Wildcat Creek flood
control project that is designed to control flooding upstream and to
protect Wildcat Marsh from future flood deposition; and
WHEREAS, a subcommittee of a Design Team consisting of staff of
Contra Costa County, the City, the District, the Corps, the State
Coastal Conservancy (the Conservancy), a consulting hydrologist and
other interested parties, has designed the Wildcat Marsh Enhancement
Plan (the Plan; Exhibit A), which is intended to restore the habitat
value of Wildcat Marsh; and
WHEREAS, pursuant to the California Environmental Quality Act
(California Administrative Code Section 15000 et Seg.), the County has
adopted findings that the Plan could not have a significant effect on
the environment and have approved the Plan; and
WHEREAS, the City has requested that the County take the necessary
measures to implement the Plan; and
WHEREAS, the Conservancy may award grants to local public agencies
for the purpose of enhancement of San Francisco Bay resources which have
suffered a loss of habitat value due to natural or human -induced events;
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Contra Costa County HEREBY
1) requests that the Conservancy provide a grant to the County
for implementation of the Plan under the direction of the
County Community Development Department; and
2) directs the Community Development Department to pursue
implementation of the Plan, including seeking additional grant
funds if needed to implement the Plan.

Board.
