THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on June 28 , 1988 by the following vote:
AYES: Supervisors Powers, Panden, McPeak, Torlakdon, Schroder.
NOES: None.

Adopted Compensation Resolutions for RESOLUTION NO. 88/377
Management and Unrepresented Classes
for FY 87/88 and FY 88/89
THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS RESOLVES:
The Board having on December 1, 1987 adopted Resolution No. 87/687 setting
compensation and benefit levels for County officers, management and
unrepresented employees during fiscal years 1987-1988 and 1988-89; and
The County Administrator having advised that corrections and further additions
are necessary to compensation provisions for certain classes covered under
Resolution No. 87/687; and
The Board having adopted Memoranda of Understanding with the Deputy Sheriff's
Association and the International Association of Firefighters-Local 1230
containing certain provisions which are applicable to related management
classes; therefore
The Contra Costa County Board of Supervisors Resolves that Resolution No.
87/687 is amended as follows:
1. Effective June 1, 1988 the listed classification for the Contra Costa
County, Moraga, Orinda, Riverview and West Fire Protection Districts shall
receive a 39 level salary adjustment to the amount set forth below:

2. In lieu of a retroactive pay requiring special payroll recomputation
processing back to January 1, 1988, the County will make a lump sum
payment to each employee in the classes listed in Section 1, based upon
payment methodology previously established. The lump sum payment will be
added to employee's regular July 10th pay warrants and is subject to
normal tax withholding and retirement deduction requirements.

3. � Effective January 1, 1988, all eligible management and unrepresented
employees of the fire protection districts shall receive a First Responder
Basic Life Support differential of sixty five ($65.00) dollars per month
under the same terms and conditions granted members of IAFF, Local 1230.
4. Effective June 1, 1988 the listed classifications shall receive a 9 level
salary adjustment to the amount set forth below:

5. In lieu of retroactive pay requiring special payroll recomputation and
processing back to July 1, 1987, the County will make a lump sum single
payment to each employee in the classes listed above in Section 4 based on
payment methodology previously established. The lump sum payment will be
added to the employee's regular July 10th pay warrants and is subject to
normal tax withholding and retirement deduction requirements.
6. Provisions regarding lump sum payment in lieu of retroactive pay back to
July 1, 1987 or January 1, 1988 as contained in Sections 2 and 5 above,
shall be applicable to any employee who has retired during the lump sum
computation time frame.
7a. Effective July 1, 1988 the listed classifications shall receive a 49
level salary adjustment to the amount set forth below:

7b. Effective July 1, 1988 the listed classifications shall receive only a 48
level salary adjustment, in order to correct an administrative error made
in an earlier salary adjustment and thereby equalize the percent salary
adjustment made for peace officer management, to the amount set forth
below:

8. Effective June 1, 1988, the Personnel Management Regulations are amended
to provide parental leave as follows:
Personnel Management Regulations Section 1006:
1006. Leave of Absence Without Pay. Upon written request, an employee
may be granted a leave of absence without pay by the appointing authority
whose decision is final ; provided, however, that leaves for pregnancy
shall be granted in accordance with applicable state and federal law.
Upon request to the appointing authority, any employee who has permanent
status in the classified service shall be entitled to at least an eighteen
(18) week (less if so requested by the employee) parental leave of
absence, commencing with the birth, adoption, or serious illness of a
child or dependent parent.

M Insofar as pregnancy disability leave is used that time will not be
considered a part of the 18 week parental leave period. Additionally, an
employee may choose to remain in a pay status by using available sick
leave, vacation, floating holiday or compensatory time off entitlements
during the 18 week parental leave; however, use of accruals must be on a
continuous basis from the beginning of the parental leave period and may
not be broken into segments used on a monthly basis. Parental leave must
be requested at least 30 days prior to the scheduled leave commencement
date unless an exigency arises.
Leaves of absence of over 15 calendar days and returns shall be reported
to the Director of Personnel . Requests for leave without pay shall be
made upon forms prescribed by the Director of Personnel and shall state
specifically the reason for the request, the date when it is desired to
begin the leave and the probable date of return.
Leave without pay may be granted for any of the following reasons:
(a) illness or disability;
(b) pregnancy;
(c) to take a course of study such as will increase the employee's
usefulness on the employee's return;
(d) parental ;
(e) for personal reasons acceptable to the appointing authority.
