HomeMy WebLinkAboutRESOLUTIONS - 05101988 - 88-260 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on May 10, 1988 by the following vote: AYES: Supervisors Powers , Fanden, McPeak, Torlakson & Schroder NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO . 88/260 SUBJECT: Declaring Intent to Levy and Collect Assessments for Landscaping Facilities, Assessment District No. 1979-3 (LL-2) , Contra Costa County Area. Fiscal Year 1988-89 The Board of Supervisors of the County of Contra Costa resolves: The Board of Supervisors declares its intention to levy and collect assessments within Assessment District No. 1979-3 (LL-2) , Contra Costa County, California, for the fiscal year beginning July 1, 1988 and ending June 30, 1989. The improvements to be maintained. in the year beginning July 1, 1988 and ending June 30, 1989, are described as follows: The improvement to be funded through Landscaping and Lighting Assessment District No. 1979-3 (LL-2) , Contra Costa County, California, consists entirely of the maintenance of landscaping and lighting with all appurtenances. Maintenance of, street landscaping and lighting will include, but not be limited to, all lighting fixtures, landscaping, irrigation, ground cover and related improvements exclusive of asphalt paving, concrete, curb, gutter and sidewalks within the public rights of way and "landscaping easements" and "slope and landscaping easements" along the following streets and areas: a. Zones 1, 2 and 4 (Lynbrook Development, West Pittsburg) Port Chicago Highway (approximately 1600 lineal feet) ; Kevin Drive (approximately 3600 lineal feet on north side and approximately 2600 lineal feet on south side) ; Lynbrook Street (approximately 1050 lineal feet on' north side and approximately 850 lineal feet on south side) ; Willow Pass Road (approximately 900 lineal feet; ) Public Park (4. 13 acres within the Lynbrook development - Subdivisions 5354, 5380, 5533 , 5534 , 5695 and 5696) will include all landscaping, irrigation, ground cover and related improvements. b. Zone 3 (Hickory Meadows, West Pittsburg) Tot Lot ( . 32 acres within Hickory Meadows development - Subdivision 5573) will include all landscaping, irrigation, ground cover and related improvements. RESOLUTION NO . 88/260 c. Zone 6 (Regency Meadows, Clayton) - On Hold at this time. Diablo Parkway (approximately 800 lineal feet in the Regency Meadows Subdivision 5722) . d. Zone 7 (Pleasant Hill/BART) All lighting and landscaping features installed as a part of the Redevelopment Project. e. Zone 8 (Vintage Unit I, Oakley) Landscaping within public Streets in Subdivision 6333 . f. Zone 9 (West Pittsburg, Unincorporated) Install, maintain and service all landscaping facilities in Ambrose Park, Anuta Park, Pacifica Park, Ambrose Recreation District, Bailey Road (median and sidewalk area) , and general maintenance within the zone limits. g. Zone 10 (Viewpointe Subdivision) Landscaping, irrigation, ground cover, paved walking trail and related improvements within "slope, scenic and trail easement" and a tot- lot. h. Zone 11 (Hilltop Commons) Landscaping, irrigation on median island San Pablo Avenue and area between sidewalk and fence line on southside of San Pablo Avenue. i. Zone 13 (Oakley Ranch) Landscaping, irrigation, ground cover and related improvements along east side of State Highway 4 and the east side of Charles Way. j . Zone 14 (Empire) Landscaping,, irrigation, and related improvements along the east side of Empire Avenue at the Hemlock Drive intersection. k. Zone 15 (Vintage Unit II) Subdivision 6821 Landscaping, irrigation and related improvements along Vintage Parkway. J. Michael Walford, Director of Public Works, has filed with the Clerk of the Board the Annual Report required by the Landscaping and Lighting Act of 1972 . This report contains a full and detailed description of the improvements, the boundaries of the assessment district, and the proposed assessments upon assessable lots and parcels of land within the assessment district. The report has been approved by the Board of Supervisors and is open to public inspection. At 10: 30 a.m. on Tuesday, June 7, 1988 in the Chambers of the Board of Supervisors of the County of Contra Costa, Administration Building, 651 Pine Street, Martinez, California 94553, the Board of Supervisors will conduct a public hearing on the proposed assessments. Any interested person, prior to the conclusion of the hearing, may file a written protest with the Clerk of the Board. A written protest shall state all grounds or objections. A protest by a property owner shall contain a description sufficient to identify the property owned by him. The Clerk of the Board shall provide Notice of Hearing by publication of this Resolution at least ten days prior to hearing date (S & H Sec. 22626 & Sec. 22553) . 1 hereby certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisors on the dates shown. PASSED and ADOPTED by the unanimous vote of the Board on the 10th day of May , 1988.
