NOES: None . ABSENT: Supervisor Schroder . ABSTAIN: None. SUBJECT: In the Matter of Revising Resolution #86/658 88/124 A County Career Development Employment Project Whereas, the Board of Supervisors on November 4, 1986 by resolution #86/658, established a County Career Development Employment Project and directed the County Administrator and Personnel Director to implement the program; and Whereas new civilian classifications of Sheriff's Aide and Sheriff's Specialist in the Sheriff's Department have been established; and Whereas the staff of the Personnel Department working with representatives of several County departments has identified specific trainee level positions suitable for career development purposes; and Whereas the Sheriff's Department will utilize the County Career Development Employment Program to fill twenty-five percent (25%) of the new civilian positions: therefore Be it By the Board of Supervisors Resolved that Board Resolution #86/658 is amended to make the following provisions relative to the County Career Development Employment Project effective March 1, 1988. 1. Classification A. Career Development Worker - Project (99X1 and 99X2) is retitled and revised to Career Development Worker I - Project (99X3 and 99X4) which is a deep class established under authority of Resolution 83/1 with compensation and terms and conditions of employment defined herein. The specification for Career Development Worker I - Project is attached hereto as Exhibit A. B. All positions and incumbents in the class of Career Development Worker - Project are reallocated to Career Development Worker I - Project effective March 16, 1988. C. The class of Career Development Worker II - Project (99X5) attached hereto as Exhibit B, is created as a standard five (5) step class and ten (10) positions are established in Cost Center 0035/1300. Both actions to be effective March 16, 1988. 2. Salary Range A. Compensation for Career Development Worker I - Project shall be set by the Board of Supervisors and reviewed periodically. The salary schedule shall be T8 769 ($1056-1607) effective July 1, 1987. Effective July 1, 1988, the salary schedule shall be T8 809 ($1099-1672) . B. Compensation for Career Development Worker II - Project shall be set by the Board of Supervisors and reviewed periodically. The salary schedule shall be C5 1356 ($1763-2143) effective March 16, 1988. Effective July 1, 1988, the salary schedule shall be C5 1396 ($1835-2230) . 3. Appointment to Career Development Worker I - Project (99X3 & 99X4) The appointing authority may make an initial appointment at any step of the 18 step salary range. Appointment to any level shall be in consideration of qualifications of the person appointed, the nature and complexity of the work performed and training received and the relative salary differential with the merit system classification to which transition will be made. Anniversary date shall be set in accordance with Section 3.1 (b.2) of the Salary Regulations regardless of appointment step of the individual employee. On each anniversary date the employee is eligible to receive a 5% salary increase (2 - 2 1/2% steps for Career Development Worker I and one step for Career Development Worker II) . 4. Positions A total of twenty-five (25) unfunded Career Development Worker - Project (fulltime) positions were originally classified in the County Personnel Department (035) . The assignment of six Sheriff Aide/Specialist positions to the County Career Development Program have made it necessary to increase the number of unfunded positions from 25 to thirty-five (35) . Positions will continue to be transferred to individual departments wishing to participate in the County Career Development Employment Program. Positions thus established will be funded by salary offset of a specific funded classified position or equivalent left vacant and retained for transition of a Career Development Worker - Project. 5. Transition to Merit System Status Incumbents of Career Development Worker - Project positions may, upon successful development of job skills and competency necessary for entrance into specific merit system classifications, be granted permanent classified status and seniority under authority of Section 1603.2 Transfer of Project Position of the Personnel Management Regulations. 6. Salary and Transition to Merit System Classes Upon initial transition from Career Development Worker I - Project, step placement in the merit system classification shall be at the amount next highest from the salary level held as a Career Development Worker I - Project. There shall be no restriction on reallocation from the project class to the merit class based upon percent difference between top steps of the classes involved. 7. Other Provision Except as may be changed or modified by Resolution hereafter, all provisions of the Salary Regulations are applicable to these classes. 8. Project Service Area The County Career Development Employment Program is designated as a project for the period December 5, 1986 to June 30, 1990 and unless otherwise approved by separate Board action, is limited to residents of census tract 3650 (Parchester and North Richmond) or referrals from Jobs Preparation and Placement.
