SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS I
1. Approve the Clyde General Plan Amendment, County File #5-87-CO.

2. Direct the Community Development Dept. , to incorporate this
amendment into alcombined amendment to the General Plan which
the Board will consider for adoption during the 1988 calendar
year as one of the permitted amendments to the mandatory
elements of the County General Plan.
3. Based on aforementioned decisions, a resolution shall be pre-
pared which outlines the basis of the Board's approval includ-
ing CEQA findings.
BACKGROUND/JUSTIFICATION
The General Plan for the area of this proposal in the southerly
portion of Clyde was the subject of a previous General Plan Amend-
ment in 1985, from Single Family Residential to Multiple Family
Residential. This 'subsequently was a matter of litigation brought
by the residents oflClyde resulting in an agreement for a project
of reduced densityland included expanded park area. The agreement
also provided for the abandonment of Warwick Street and the further
subdivision of the area at the most northerly portion of Clyde.
In accordance with that agreement, a Planned Unit Development for
the area- was approved by the Planning Commission May 12, 1987 and
the Board of Supervisors July 28, 1987.
The purpose of this General Plan Amendment is to bring the General
Plan into conformance with the previous and proposed actions that
have been agreed- to by residents of Clyde and the affected property
owners.

The Board on January 26, 1988 continued the hearing on the above
matter to this date.
Karl Wandry, Community Development Department, requested that the
Board approve the staff recommendations 1, 2, and 3 and that the Board
direct the staff' to initiate a General Plan Study for the Clyde area.
No one appearing to speak on the matter, the public hearing was
closed and on the recommendation of Supervisor McPeak, IT IS ORDERED
BY THE BOARD that recommendations 1 and 2 are APPROVED and as in
recommendation 31 Resolution No. 88/73 is ADOPTED; and the Community
Development Department is DIRECTED to initiate a General Plan Study
for the Clyde area.

Clyde General Plan Amendment

The Board of Supervisors of Contra Costa County Resolved that:
There is filed with this Board and its Clerk a copy of Resolution
No. 68-1987 adoplted by the Contra Costa County Planning
Commission proposing an amendment to the County General Plan in
the Clyde area. The Commission approval for the amendment area
called for a change to Multiple-Family Residential to
Single-Family Residential and the deletion of Warwick Street from
the circulation element.

On February 9 , 1988 , the Board held a hearing on said amendment.
Notice of said hearing was duly given in the matter as required
by law. The Board at the hearing called for testimony of all
persons interested in this matter and no one appeared in
opposition to this amendment. The Board determined to approve
the General Plain as recommended by the County Planning
Commission.
The Board hereby !further finds that the proposed amendment will
not have a signIificant impact on the environment and that
Negative Declaration was prepared and processed in compliance
with the California Environmental Quality Act and the County' s
Environmental Impact Guidelines. The Board hereby adopts the
Negative Declaration.
The Board further directs the County Community Development
Department to incorporate this amendment into a combined
amendment to the lGeneral Plan which this Board will consider for
adoption during the 1988 calendar year as one of the four
permitted amendments to the mandatory elements of the County
General Plan.
