THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on May 12 , 1987 by the following vote:
AYES: Supervisors Powers, Fanden, Schroder, Torlakson and McPeak

Resolution No. 87/270
SUBJECT: A Resolution of the Board of Supervisors of Contra Costa
County requesting CALTRANS to include the Atlas Road
I-80/Interchange in the State Transportation Improvement
Program and agreeing to financially participate in the
local share of funding.
WHEREAS, Contra Costa County is a participant on the Route 93
Committee, a Joint Exercise of Powers Agency charged with develop-
ing,
eveloping, advancing and advocating for early completion of the North
Richmond Bypass.
WHEREAS, ' traffic congestion on Interstate 80 has and will increase
over time; and
WHEREAS, Caltrans District 4 has planned and obtained environmental
clearance for the I-80 Operational Improvement Project which
proposes construction of mixed flow traffic lanes, auxiliary lanes,
park/ride lots, collector roads, high occupancy vehicle lanes and
the reconstruction of several interchanges between the Bay Bridge
Toll Plaza and Hercules at Willow Avenue; and
WHEREAS, the proposed North Richmond Bypass will connect Interstate
580 ( the Knox Freeway) with I-80 at the new Atlas Road interchange
and will reduce traffic on one of the most congested portions of
I-80 as well as improve access to the Cities of Richmond and Pinole
and unincorporated areas of Contra Costa County; and
WHEREAS, funds for the project are anticipated to be available from
the Interstate Completion (IC) Program; and
WHEREAS, the Atlas Road interchange is a comp`onent� of:-Unit: 6"'of ', the
I-80 Operational Improvement Project; and
WHEREAS, Caltrans has advised the City of Richmond, in a letter
dated December 14, 1984, that 45 percent of the cost of the
interchange (construction, right-of-way, preliminary and
construction engineering) , and 100 percent of the cost of a proposed
park/ride lot at the interchange will be a state/federal
responsibility; and
WHEREAS, Caltrans, in the aforementioned letter, estimates the total
cost of the Atlas Road interchange at $4.75 million and the Park and
Ride lot at $620, 000; and
WHEREAS, , the local share of the project has been determined to be
55% of the cost of the interchange; and
NOW, THEREFORE BE IT RESOLVED that the Contra Costa County Board of
Supervisors finds that it is in the public' s best interest to take
the necessary and appropriate actions to advance the construction of
the Atlas Road interchange; and
NOW, THEREFORE BE IT FURTHER RESOLVED that the Contra Costa County
Board of Supervisors agrees to guarantee the 55% local share of
funding for the Atlas Road interchange jointly with the Cities of
Richmond and Pinole.

BE IT FURTHER RESOLVED that the Contra Costa County Board of
Supervisors joins with the Cities of Richmond and Pinole in
requesting the California Transportation Commission to approve the
project and include the Atlas Road/Interstate 80 interchange in the
1987 State Transportation Improvement Program so that the aforesaid
needed improvement can be planned, designed and constructed as soon
as possible.
