RECOMMENDATION
Rescind, effective October 1, 1986, Board Resolution NO. 86/528
which provides indemnification for foster parents for liability
claims. In addition, retain Board Resolution No. 86/529 which
provides coverage for property damage by foster children that
is not available from the State.
FINANCIAL IMPACT
$24, 000 of County funds appropriated for the above Resolution
will be freed for other uses as determined by the Board.
BACKGROUND
On August 26, 1986, the Board approved Resolutions No. 86/528
and 86/529 to indemnify foster parents, effective
September 1, 1986, for liability claims and to cover certain
instances of property damage by foster children. Subsequently,
the State approved SB 1159 which provided, effective
October 1, 1986, liability coverage for foster homes and small
family homes. Since the provisions of the State and County
liability. coverages are quite similar, the Social Service
Department Director and the -County Risk Manager recommend the
rescission of Board Resolution No. 86/528 . It is also recom-
mended that Board Resolution No. 86/529 be retained because it
provides coverage for property damage .by foster children that
is not available from the State.
