HomeMy WebLinkAboutRESOLUTIONS - 04211987 - 87-259 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on April 21, 1987, by the following vote: AYES; Supervisors Powers, Fanden, Schroder, Torlakson and McPeak NOES: None ABSENT: None ABSTAIN: None Resolution No. 87/259 -------------------------------------------------------------------- ------------------------------------------------------------------- SUBJECT: A Resolution of the Board of Supervisors of Contra Costa County to commit to financially participate in the local share of the Atlas Road/I-80 Interchange. WHEREAS, traffic congestion on Interstate 80 has and will increase over time; and WHEREAS, Caltrans District 4 has planned and obtained partial funding for the I-80 operational improvement which entails construction of a series of mixed flow traffic lanes, auxiliary lanes, park/ride lots, collector roads, high occupancy vehicle lanes and reconstruction/construction of several interchanges commencing from the Bay Bridge Toll Plaza up to Hercules at Willow Avenue; and WHEREAS, the Atlas Road interchange is a component of Unit 6 of the I-80 Operational Improvement Project; and WHEREAS, the Atlas Road interchange will improve access to the Cities of Richmond and Pinole and the County of Contra Costa; and WHEREAS, Contra Costa County is a participant of the Route 93 Committee, which is a Joint Exercise of Powers Agency charged with developing, advancing and advocating for early completion of the North Richmond Bypass; and WHEREAS, the North Richmond Bypass will connect Interstate 580/Knox Freeway with I-80 at a new interchange at Atlas Road; and WHEREAS, the North Richmond Bypass parallels the alignment of Route 93 , an unconstructed State Highway; and WHEREAS, Caltrans in their letter of December 14, 1984 to the City of Richmond states that the state will participate in 45 percent of the cost of the interchange for construction right-of-way, preliminary and construction engineering, as well as 100 percent of the construction right-of-way and the preliminary and construction engineering services for park/ride lot; and WHEREAS, Caltrans in the aforementioned letter estimates the total cost of the Atlas Road interchange at $4.75 million and the Park and Ride lot at $620,000 ; and WHEREAS, the cities of Richmond, Pinole and the County of Contra Costa have approached Caltrans, demonstrated the benefits of the Atlas Road interchange to the State and requested full state/federal participation in this improvement; and WHEREAS, Caltrans citing the difficulty of obtaining funds for transportation projects did not approve the aforementioned request; and WHEREAS, the California Transportation Commission' s policy on interchanges, the long range funding picture at the state and federal levels, and the defeat of Measure C are strong indicators that additional outside funds are not likely to be available; and Resolution No. 87/259 NOW, THEREFORE BE IT RESOLVED that the Board of Supervisors of Contra Costa County finds that it is in the public' s best interest to take the necessary and appropriate steps to initiate and advance the construction of the Atlas Road interchange in order to encourage the economic vitality of the community. NOW, THEREFORE BE IT FURTHER RESOLVED that the Board of Supervisors of Contra Costa Countv Egrees to guarantee the local share of funding the Atlas Road interchange jointly with the Cities of Richmond and Pinole. BE IT FURTHER RESOLVED THAT the Board of Supervisors of Contra Costa County jointly with the Cities of Richmond and Pinole request the California Transportation Commission to include the Atlas Road/Interstate 80 interchange in the State Transportation Improvement Program so that the aforesaid needed improvement can be planned, designed and constructed as soon as possible. 1 hereby certify that this Is a true and correct copy of an action taken and entered on the minutes of the Board of Supery rs on the date shown.
