The Contra Costa Water District was created fifty years ago to help solve the water crisis at that time. In the early 1930 ' s a group of citizens lobbied to have a Contra Costa conduit made part of a massive state proposal called the Central Valley Project. That project was signed into law in 1933 and Contra Costa was its first contractor. Later, the Contra Costa Water District was approved by the voters to contract, purchase and distribute water provided by the Bureau of Reclamation. The first water was delivered to the City of Pittsburg in 1940 . In the past, the majority of the water was used for agriculture, but today, 25% of untreated water goes to cities and other utilities for local treatment, 30% goes to the district' s Treated Water Division, 43% is delivered to industries and only 20 is used for agriculture. In the late 1950s, citizens and public officials became concerned about the quality and cost of water in central county. To solve this problem, the Contra Costa Water District purchased the California Water Service Company' s Concord area treatment, pumping, storage and distribution facilities and established its Treated Water Division. In 1968 a new facility, The Ralph D. Bollman Water Treatment Plant was completed. This plant has been cited as one of the most technologically advanced in the country. Over the years, Contra Costa Water District has been a leader in water conservation. They have initiated local and regional public awareness and consumer programs. NOW THEREFORE IT IS RESOLVED by the Board of Supervisors of Contra Costa County that the Contra Costa Water District be COMMENDED for its years of service to the citizens of Contra Costa County.
