THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on March 17,1987 by the following vote:
AYES: Supervisor Fahen, Schroder, McPeak
NOES: Supervisor Torlakson
ABSENT: Supervisor Powers
ABSTAIN: None
SUBJECT: In the matter of the Pacific National RESOLUTION NO. 87/143
(Dynasty) General Plan Amendment
The Board of Supervisors of Contra Costa County RESOLVED that:
There is filed with this Board and its Clerk a copy of Resolution No. 58-1986
adopted by the Contra Costa County Planning Commission proposing an amendment
to the County General Plan in the West Pittsburg area along Evora Road.
On March 3, 1987, the Board held a hearing on said amendment, Notice of said
hearing was duly given in the matter as.- required by law. The Board at the
hearing called for testimony of all persons interested in this matter and
numerous persons spoke. At the conclusion of the testimony, the Board closed
the public hearing and continued the item to March 17, 1987 for a decision.
On that latter date the Board further, discussed the matter and decided to
accept the plan amendment as proposed by County Planning Commission except
that the text should be modified to reflect the concerns of Board members
included within the motion of Supervisor Fanden and seconded by Supervisor
Schroder (as modified) . The revised text and map are attached hereto as
Exhibit "A" .
The Board hereby finds that the proposed amendment will have a significant
impact on the environment and that an Environmental Impact Report was prepared
an processed in .,compliance with the California Environmental Quality Act and
the County' s Environmental Impact Guidelines. The Board hereby accepts the
County Planning Commission's environmental findings as outlined in Resolution
No. 58-1986 and all other determinations set forth therein, including the
Commissions findings of social , economic, and other overriding considerations,
as their own.
The Board further directs the County Community Development Department to
incorporate this proposed amendment into a combined amendment to the General
Plan which this Board will consider for adoption during the 1987 calendar year
as one of the four permitted amendments to the mandatory elements of the
County General Plan.

PACIFIC NATIONAL (DYNASTY) GENERAL PLAN AMENDMENT
I . INTRODUCTION
This amendment pertains to the Land Use Element of the County General
Plan. The amendment area consists of approximately thirty-six acres of
land north of Evora Road in the West Pittsburg area.
II . LAND USE ELEMENT
This amendment changes the land use designations from Light Industrial ,
Office, and General Open Space to Multiple Family Residential Medium
Density, Public and Semi-Public, and General Open Space. The land use
designations in this plan amendment are defined as follows:
Multiple Family Residential - Medium Density: This land use category
provides for 12-21 dwelling units per net acre.
Public and Semi-Public: This category allows for uses that provide
direct service to the public and the Southern California Water Company's
water tank is shown in this designation.
General Open Space: Lands designated in this category are primarily
used for agriculture but also cover lands for which development rights
are deeded to the County.
III . SPECIAL CONSIDERATIONS
This site will remain within the Planned Unit Area as defined in the
West Pittsburg Area .General Plan.
The area designated as Multiple Family Residential Medium Density is
outlined for the purpose of determining the range of units which can be
considered on the site (278-487 units) . The actual development plan
boundaries are to be determined flexibly; however, it is probable that
through the project approval process that the number of units to be
allowed on the site may decline below 278, potentially substantially,
and that the areas to be preserved as open space may also increase
proportionately. The final number of units to be allowed on the site
will be determined upon careful review of the development applications
on the site and a review for conformance with the concerns outlined by
the Planned Unit Area which is quoted in full below:

"Planned Unit Area . . . This area is characterized by
difficult terrain, conspicuous location and varied land use
designations within the area. The Planned Unit Area
designation augments other land use designations by
specifying certain factors to be considered in the review of
projects. To assure adequate review and timely recognition
of development concerns, properties in this area shall be
reviewed and developed under the P-1 zoning district. The
review will be conducted at such time as discretionary
entitlement actions are sought. The review will include:
- Soil conditions and grading plans.
- Compatibility with nearby uses and provision of adequate
buffers.
- Maintenance or enhancement of scenic quality to include
schematic landscape plans.
- Availability of adequate water and sewer facilities."
The plan limits buildings to two stories along the northern property
line of the property.
Consultation will be undertaken with the Board of Control for the Bart
Alternatives Analysis Study and public hearing on the application will
be before the East County Regional Planning Commission.
Additionally, the following concepts will be taken into account for
applications submitted for -this amendment area:
- Scenic Routes Element of General Plan shall be carefully
applied.
- Hillside 310 shall be preserved and ridgelines/hills will be
respected.
- The City of Pittsburg will also be consulted with relationship
to -its planning policies and hillside development ordinance
(these shall also be carefully considered and reviewed. )
