HomeMy WebLinkAboutRESOLUTIONS - 04221986 - 86-203 TO DOARD OF SUPERVISORS FROM: Mark Finucane, Health Services Director C;o ra Costa DATE: March 25, 1986 Cody SUBJECT: Tonnage Fee for Solid Waste Enforcement RESOLUTION NO. 841203 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKrROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve a resolution that will increase the solid waste tonnage fee from the present $0.10 per ton to $0.13 per ton effective May 1, 1986. Exhibit A is attached hereto and incorporated herein by this resolution. FINANCIAL IMPACT: , This increase in the solid waste tonnage fee will enable the Health Services Department to recover the costs incurred in enforcing minimum standards for solid waste handling and disposal. The authority for the fee is Government Code Sections 66714.7, 66720.1, and 66796.20. 1985-86 Expenditures will total $115,075. The existing solid waste tonnage fee of $0.10 per ton will generate total revenue of $102,641. Expenditures would then exceed revenue by $12,434. Increasing the tonnage fee to $0.13 per ton effective May 1, 1986 would provide $3,524 in additional revenue for 1985-86. Estimated expenditures for 1986-87 total $121,980. 1986-87 revenue at $0.13 per ton would total $127,200. Total expenditures for the 1985-86 and 1986-87 fiscal years would be $237,055 and revenue for the two years would total $233,365. BACKGROUND: The existing fee which was approved in November, 1984 does not provide for full recovery of solid waste enforcement costs. The Health Services Director advises that the proposed fee of $0.13 per ton will not exceed the cost of solid waste enforcement authorized by Title 7.3 of the Government Code. The Health Services Department routinely reviews expenditures and revenues in the Solid Waste Program. Periodic adjustment of the tonnage fee will be recom- mended as necessary. CONSEQUENCES OF NEGATIVE ACTION: The Health Services Department will not recover the full cost of enforcing mini- mum standards for solid waste handling and disposal in Contra Costa County.
