In the Matter of the Retirement )
of Don M. Skinner, Fire Chief, ) RESOLUTION NO. 86/120
Moraga Fire Protection District )
WHEREAS Fire Chief Don Skinner has announced his retirement after 32
years in the .fire service of Contra Costa County, 18 years of which were served
as Fire Chief of the Moraga Fire Protection District; and
WHEREAS under his leadership the Moraga Fire Protection District has
developed Paramedic Ambulance Services, a Residential and Commercial Sprinkler
System Ordinance, and was successful in passing two local tax elections to finance
: fire department ambulance services; and
W[�REAS during his tenure the Insurance Services Office grading of the
Moraga Fire District has improved from a Class 7 to a Class 3; and
WHEREAS Chief Skinner was instrumental in developing joint dispatching
services with Orinda Fire Protection District in 1971 and later in 1981 with
Contra Costa County Fire Protection District; and
WHEREAS Chief Skinner has achieved degrees in Fire Science and has
attended numerous fire management schools including the California Fire Academy
and National Fire Academy, and has taught fire management courses at Los Medanos
College; and
WHEREAS Chief Skinner has been a member of the California Fire Chiefs
Association, and the International Fire Chiefs Association, and has held numerous
offices in the Contra Costa County Fire Chiefs Association, including the office
of President in 1973; and
WHEREAS in addition to his responsibility as Fire Chief he has maintained
a handicap of only six strokes and has won several golf tournaments, including
the two man seniors team State of California Golf Championship in 1978;
NOW THEREFORE BE IT RESOLVED that the Board of Supervisors of Contra
Costa County EXPRESSES its sincere appreciation to Fire Chief Don M. Skinner for
his 32 total years of dedicated service to the citizens of Contra Costa County
and his 18 years as Chief of the Moraga Fire Protection District, and WISHES him
an enjoyable retirement and good luck in his golfing endeavors.
PASSED on March 18, 1986 by unanimous vote of the Board members present.
