THE BOARD OF SUPERVISORS 'OF CONTRA COSTA COUNTY, CAI:IFORNIA
Adopted this Order on April 30, 1985 , by the following vote:
AYES: Supervisors Powers , Schroder , McPeak, Torlakson and Fanden
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: Proposed Amendment to the General Plan for the Bogue Ranch,
Alamo Area . Woodhill Development , owner and applicant .
The Board on March 19 , 1985 continued to this date and time
its hearing on the recommendation of the San Ramon Valley Area
Planning Commission with respect to the proposed amendment to the
land use , scenic routes , circulation, recreation and open space and
conservation elemnets of the County General Plan for property known
as the Bogue Ranch, consisting of 441 acres , located at the terminus
of Miranda Avenue and easterly of Livorna Road in the Alamo area,
Woodhill Development Company, owner and applicant .
Harvey Bragdon, Assistant Director of Planning, described
the property proposed for inclusion in the aforesaid general plan
amendment . Mr. Bragdon advised that an Environmental Impact Report
was requested and prepared for the proposed plan amendment .
Mr . Bragdon further advised that the San Ramon Valley Area
Planning Commission recommends denial of the proposed amendment as
requested by the applicant for 85 acres of Multiple Family
Residential-Very Low Density and Parks and Recreation, as well as
the alternative staff recommendation of approximately 130 acres of
Single Family Residential-Low Density and approximately 311 acres of
Parks and Recreation.
The Chairwoman declared the hearing open and invited the
applicant to speak .
Sanford Skaggs , attorney for Woodhill Development Company,
applicant , appeared and advised that although it is not the
applicant's originial request , the applicant is in support of the
staff recommendation of 130 acres of Single Family Residential-Low
Density and approximately 311 acres of Parks and Recreation which
would become permanently dedicated "public open space ," noting that
the site in question is located on the northeasterly corner of the
San Ramon Valley planning area and also the southeasterly portion of
the City of Walnut Creek planning area, resulting in overlapping
general plans that affect the property but that the County Plan is
the controlling plan. Mr.. Skaggs also commented that the portion
of the property that is proposed to go into open space is develo-
pable , and noted that the East Bay Regional Park District and the
Mt . Diablo State Park would like to acquire the open space property
but did not have the funds to purchase it . Mr- Skaggs urged the
Board to approve the amendment and advised that he had the entire
project team present to answer any questions .
The Chair invited members of the community to address the
Board and the following persons appeared and expressed their opi-
nions with respect to the proposed general plan amendment:
Eve Auch, 111 Stone Valley Road , representing the Bogue
Ranch Committee , and as President of the Alamo Improvement
Association, indicated she had found discrepancies between the
County General Plan and the proposed General Plan Amendment . Mrs .

Auch advised that she had representatives of eight homeowners asso-
ciations present. She thereupon showed a film prepared by the
Alamo Improvement Association.
Roy Bloss , resident of 30 years , spoke on behalf of
the Association for the Preservation of Danville Boulevard,
talked about the "character" of Alamo and asked that the Board' s
decision reflect the intent and spirt of the General Plan and the
clear consensus of the community.
Hal Petrie addressed traffic concerns .
Phylis Murdock spoke against the amendment , suggesting
it was not an appropriate use of density transfer , and objected to
private roads and requested a specific plan for the area.
Jeff Turner , resident of Miranda Avenue in Alamo , talked
about the legislative intent of when to amend a general plan, and
urged the Board to deny the proposed amendment .
Eve Auch advised that the Association opposed change to
the General Plan as precedent setting and growth inducing.
William Anderson, 42 La Serena Court , Alamo, favored
development for adult community stating he viewed it as a high-
class cluster home for tlempty nesters" which would fill a need in
the community.
Richard C . Crowle , 50 Gran Via, Alamo , advised that he
had examined the proposal and agrees with the concept , stating that
this type of development is necessary for Alamo, and urged the Board
to approved the amendment .
Warren L'. Jackman, 2727 Alhambra Avenue , Martinez , repre-
senting the Building Trades Council , suggested the residents of
Alamo do their fair share in allowing development of homes for
people moving into the area.
Arthur W. Anderson, Jr . , 2081 Mirande Avenue , Alamo ,
owner of agricultural land , asked the Board to grant rezoning at
this time .
John Fefly, 228 Via Bonita , Alamo , stated he was in favor
of the amendment .
Beverly Kent , P,. 0. Box 236 , Alamo, stated that she hoped
the developer was trying to attract buyers like herself whose
children had left home , who would like to stay in the Alamo area,
but give up the responsibility of maintaining a large home and large
lot , and suggested that perhaps the area had enough large homes
since there are houses standing vacant with for sale signs for two
or three years .
Chuck Block, 162 Via Copla, Alamo , stated he wanted to
stay in Alamo , but wanted to change his lifestyle and not have the
responsibility of yard and pool-. He favored the proposed
development .
Hulet Hornbeck, 11500 Skyline Boulevard, Oakland, repre-
senting the East Bay Regional Park District , stated the Park
District is in favor of getting the land along the ridge to the
State Park which would be dedicated as a part of this project .
Bob Doyle , East Bay Regional Park District , commented that
the proposal is not a dedication of land , but the land itself and
that a good portion is developable , and is a large part of the last
remaining open space and it is important that this piece be
acquired. He indicated he agreed with the density transfer .
Don Copland , 2350 Osmosky Drive , Alamo commented on the
proposed general plan amendment .

Pat Willy, 900 Ina Drive , Alamo stated that it would not
be proper to amend the general plan when they don' t have a plan to
follow.
Zola Gouig , 161 Riverside Place , Pittsburg, stated that
the General Plan adopted in 1982 was a good plan and is still a good
plan and asked that the Board halt all entitlements in the County
until all zoning coforms to the General Plan .
Bob Pond, City of Walnut Creek, advised that he was
available to answer question. He advised that County Service Area
R-8 would have acquired the property in question for open space had
it had sufficient fund: '-. It was on the basic acquisition list for
open space as a key band of Shell Ridge'. He stated that the City of
Walnut Creek had not taken a position on the proposed development .
Mr . Skaggs appeared in rebuttal , responded to questions
posed by the public and urged the Board to approve the general plan
amendment .
The public hearing was closed and the Board discussed the
matter .
As recommended by Supervisor Schroder IT IS BY THE BOARD
ORDERED that decision is DEFERRED to May 14, at 1985 at 4:00 p.m .
