THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on April 30 , 1985 , by the following vote:
AYES: Supervisors Powers , Schroder , McPeak, Torlakson and Fanden
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: Application of Ray and Roxanne Lehmkuhl to rezone land
(2621-RZ) in the Saranap/Walnut Creek area, subject to the
conditions of Development Plan 3003-85
This being the time for hearing on the recommendation of
the County Planning Commission with respect to the application filed
by Ray and Roxanne Lehmkuhl (2621-RZ) for change in zoning from R-10
(Single Family Residential District) to 0-1 (Limited Office
District) and Development Plan 3003-85, with conditions , said pro-
perty being located at the Southwest corner of Olympic Boulevard and
Alder Avenue in the Saranap/Walnut Creek area.
Harvey Bragdon , Assistant Director of Planning, described
the property, the proposed rezoning and development plan, and
advised that a Negative Declaration of Environmental Significance
was posted for the project on March 1 , 1985 .
Mr . Bragdon advised that the County Planning Commission
recommends approval of the rezoning request and the development plan
subject to the conditions for Development Plan 3003-85.
Supervisor Schroder recommended approval , with conditions
as suggested by the County Planning Commission.
IT IS BY THE BOARD ORDERED that the recommendation of
Supervisor Sheroder is APPROVED and that rezoning application
2621-RZ and Development Plan No. 3003-85 are APPROVED subject to the
conditions approved by the County Planning Commission which are
attached hereto as Exhibit A and by reference incorporated herein.
IT IS FURTHER ORDERED that Ordinance Number 85-31 giving
effect to the aforesaid rezoning is INTRODUCED , reading waived and
May 14, 1985 is set for adoption of same .
In approving the aforeA�id applications , the Board concurs
in and makes the findings as shown in the County planning
Commission's Resolution Number 15-1985.

CONDITIONS OF APPROVAL FOR DEVELOPMENT PLAN 3003-85:
1. Development shall be as generally shown on plans received January 25, 1985, by the
Planning Department. The following conditions shall be satisfied prior to establishing
the uses under this permit.
2. This application is approved subject to adoption of the concurrent rezoning appli-
cation, File #2621-RZ.
3. Prior to issuance of a building permit, the applicant shall submit a revised site plan
for the review and approval of the Zoning Administrator. The plan shall provide for:
a) relocation of the driveway access as provided in the requirements of the Public
Works Department;
b) demarcation of parking stalls with double stripes; ,
c) extension of planter along Olympic Boulevard frontage to the western property
line;
d) revised parking plan.
5. Building elevations are subject to the review and final approval of the Zoning
Administrator. Additional treatment to the north and east facades should be
considered to improve their appearance from the public street (i.e., window planter
boxes, awnings, other facia treatment).
6. Prior to issuance of a building permit the applicant shall submit a landscape/irriga-
tion plan for the review and approval of the Zoning Administrator. Approved
landscaping shall be installed prior to establishment of uses under this permit.
Proposed trees shall be a minimum of 15 gallons in size; shrubs shall be a minimum of
5 gallons. Approved landscaping shall be maintained in good condition. The planter
along Olympic Boulevard shall provide a wheel barrier along the border of the parking
area. A 3-4 foot espalier rail fence should be considered for this planter bed.
7. The project is approved for one sign not to exceed 10 square feet in area. The sign
shall be attached to the north side of the principal structure below the roof eave.
8. A building permit is required.

9. An encroachment permit is required for the recommended relocation of the driveway
access.
10. Comply with the requirements of the Public Works Department as indicated in their
March 12, 1984 memo as modified by . the recommendation of the Planning
Department.

A. Unless exceptions are specifically granted, comply with the requir�n%
of Division 1.006 (Road-Dedication and Setbacks) of the County Ord krence
Code. This includes the followinq:
B. Convey to the County, by Offer of Dedication, 5 feet of additional
right of way on Alder Avenue as reauired for the planned future width
of 50 feet.
C. Construct 4-foot 6-inch sidewalk ad.iacent to the existing curb along
the entire frontage of the subject property on Olvmoic Boulevard.
D. Construct curb, 4-foot 6-inch sidewalk (width measured from curb face),
necessary longitudinal and transverse drainage, and pavement wideninq
on Alder Avenue. The face of curb shall be located I2 feet from the
widened right of way line to align with the existinq curb return.
E. Remove existing driveway depression and replace with standard S1-6 curb
and sidewalk on Olympic Boulevard.
F. Relinquish abutter's rights of access alonq the entire frontage of
Olympic Boulevard, including the right of way return.
G. Submit improvement plans to the Public Works Department, Land 0evelopment
Division, for review; pay the inspection fee, plan review fee and
applicable 1 ightinq fees.
H. Prevent storm drainage, originating on the property and conveyed
in a concentrated manner, from draining across the sidew alk or on
driveways.
I. Furnish proof to the Public Works Department, Land Development Division,
of the acquisition of all necessary rights of entry, permits and/or
easements for the construction of off-site, temoorary or permanent,
road and drainage improvements.
J. Remove all existing asphalt concrete pavement from the property and
install "turfstone" or other cellular concrete block system for the
proposed parking area. No continuous rock or gravel will he permitted.
K. Comply with the drainage fee requirements for Drainage Area 1.5A as
adopted by the Board of SupeOVisors.
L. Construct road improvements in the Walnut Creek area as directed by the
Public Works Department, or at the applicant's option, prior to the
issuance of a building permit, contribute $?,700 to a Road Improvement
Fee Trust (Fund No. 819200-0800) designated toward road improvements in
the Walnut Creek area.
