THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on April 30, 1985 , by the following vote:
AYES: Supervisors Powers, Torlakson and Fanden
NOES: None

SUBJECT: Appeal of West Pittsburg Alliance from Board of Appeals
Decision approving Development Plan 3040-84, Frumenti
Development Corporation (owner) , West Pittsburg area
The Board on April 23, 1985 continued to this time its
hearing on the appeal of the West Pittsburg Alliance from the Board
of Appeals decision approving Development Plan 3040-84, Frumenti
Development Corportion (owner) in the West Pittsburg area.
Supervisor Torlakson advised that the Ambrose Park and
Recreation Distirct had not reached a decision with respect to the
proposed exchange of development rights to be dedicated to the
County in return for certain recreation improvements to be done by
the developer.
Supervisor Torlakson further advised that he had disucssed
with the developer the proposal that a certain percentage of the
units be designated as moderate income housing for people over 55
years of age, as well as the proposal that the entire project be
desginated as a moderate income project,
The Chair invited comments from the public and the
following persons appeared:
William Costanzo, representing Frumenti Development
Corporation, who advised that they had met with the Ambrose Park
District with respect to securing development rights from the adja-
cent piece of property to assure enough open space so they could
increase the density availability for the entire development. He
stated it was the developers intent to make the entire project
available for low and moderate income buyers and the only reser-
vation they had was in making 50 per cent available to age 55 or over
because it would be a restriction that would be detrimental in
selling the units, and suggested that 25 per cent would be more
realistic. He reviewed the other conditions that Frumenti had
agreed to.
Art Chomor, President of the West Pittsburg Alliance,
urged the Board to grant his appeal and deny the development plan,
stating that the development is not in conformance with the general
plan and would not make for orderly development of the area.
Gloria McLaughlin, 96 Alves Lane, Pittsburg, expressed
concern about the proposed density and urged the Board not to allow
any change from the general plan designation.
John Russo, 44 Alves Lane, Pittsburg, requested that an
environmental study be done and discussed the density bonus . He
requested that the development be done in accordance with the origi-
nal general plan or denied.
Midge Dover, 161 Riverside Drive, Pittsburg, urged the
Board to follow the general plan for the area.

Zola Gouig, 161 Riverside Drive, Pittsburg, commented
that Frumenti ' s original application was for a general plan
amendment. She suggested that an EIR should be prepared for the
development. She suggested postponing a decision today until the
Ambrose Park Board has made a decision with respect to the addi-
tional acre.
Mr. Costanzo appeared in rebuttal, stating that generally
Frumenti is prepared to to accept most of the conditions approved by
the Planning Commission and discussed those areas that are of con-
cern to his company, particularly with respect to bond financing
requirements.
No one else having appeared to speak, the Chair closed the
public hearing.
Supervisor Torlakson discussed with staff his various con-
cerns with respect to traffic conditions and mitigations, street
improvement requirements and the widening of Alves Lane.
Board members discussed the various aspects of the develop-
ment plan and the need for low-cost housing in the vicinity.
Supervisor Torlakson advised that he was not ready to
approve the development, that he would like to have staff look into
a few of his concerns including conformance with the general plan,
agreement with Ambrose Park and Recreation District on the one acre
for density transfer and subsequent development right transfer,
dedicating a certain number of units for seniors, the concerns of
the community with respect to impact on roads and traffic, sewer
connection availabiity, and sensitivity to the neighborhood in terms
of the types of building materials that would blend with existing
buildings.
IT IS BY THE BOARD ORDERED that decision on the above
appeal is DEFERRED to May 14 , 1985 , at 9 :00 a.m. , and staff is
REQUESTED to review the concerns of Supervisor Torlakson.
