HomeMy WebLinkAboutRESOLUTIONS - 04301985 - T.10 T.10 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on April 30 , 1985 , by the following vote: AYES: Supervisors Powers , Schroder , McPeak, Torlakson and Fanden NOES: None ABSENT: None ABSTAIN: None SUBJECT: Oak Road General Plan Amendment , Pleasant Hill BARTD Station Walnut Creek area. The Board on April 16 , 1985 continued to this date its hearing on the recommendation of the County Planning Commission with respect to the proposed amendment to the Land Use and Recreation Elements of the County General Plan for 35 acres between Oak Road and the abandoned Southern Pacific Railroad right-of-way, Walden Road and the Contra Costa Canal in the Walnut Creek area . Jim Cutler , . Chief , Comprehensive Planning, reviewed the previous hearings on the matter and presented a staff report dated April 4 , 1985 and advised that it is staff' s suggestion that if the Board decides to change the general plan to multi-family, the Desco & Hosking areas should also be changed . Supervisor Schroder commented that he leans toward yielding to the concerns of the residents of the area and to designating the entire area multiple-family, high density. The chair invited interested persons to speak on the issue and the following appeared: 1 . Ray Hoskings , Route 4, Box 470H, Chico 2. David Greer , 70 Annette Court , Walnut Creek , repre- senting the Annette-Kingston Homeowners , urging that the entire area remain as is or that the entire area be planned for multiple-family, high density. 3. Zola Gouig, 161 Riverside Place , Pittsburg, who declared that she wanted no further general plan changes approved until all zoning in the County is brought up to date with the existing general plan . The Chair noted that many citizens had left cards indi- cating they did not wish to speak , but wished to support the Annette-Kingston Homeowners position that the area should remain as is or the entire area should be general. planned multiple-family, high density. The Chair declared the public hearing closed . Supervisor Schroder commented that the Board was trying to cooperate with the City of Walnut Creek , and that it was his recommendation that the Board declare its intent to adopt a general plan amendment as approved by the County Planning Commission, except designating the property from Annette Court to Walden Road as Multiple-Family, Residential High Density. He indicated that approval would be sub- ject to certain conditions , which he wished to work out with staff, to address the concerns of the City of Walnut Creek; and with respect to density higher than medium, that an Environmental Impact Report would be required to attain the higher density allowed by the plan category. 1 IT IS BY THE BOARD ORDERED that decision on the proposed amendment to the Land Use and Recreation Elements of the County General Plan is DEFERRED to May 7, 1985, and staff is directed' to prepare the appropriate text . a t*mby certify that this is a true and correctcopyof an action taken and enterer on the minutes of the Board of Supervisors on the date shown.
