Request the Director, Community Development Department, the Executive Director, Private Industry Council, and the Executive Director, Contra Costa Housing Authority, to develop a Memorandum of Understanding among their departments which defines the role of each department in relation to economic development, and which describes how mutual cooperation and coordination in the area of economic development will be achieved and maintained. 2. Request the Director, Community Development Department, Executive Director, Private Industry Council, Executive Director, Contra Costa Housing Authority, to review the Economic Development Task Force report and the Micciche Report, and submit a report to the Board of Supervisors, through the County Administrator, which summarizes what has been achieved in implementing the recommendations in those reports, which recommendations remain to be implemented, and how the .remaining recommendations can be implemented. 3. Request the Director, Community Development Department, Executive Director, Private Industry Council, and Executive Director, Contra Costa Housing Authority, to prepare and submit to the Board of Supervisors, through the County Administrator, an annual report which summarizes what has been accomplished in the area of economic development in the past year, and which describes the mutual goals of the three departments for the upcoming year and how those goals are proposed to be achieved. 4. Remove this item as a referral to our Committee. Flood Control Planning: 1. Agree to leave Flood Control planning in the Public Works Department. 2. Request the Director, Community Development Department, and the Public Works Director, to develop a Memorandum of Understanding regarding how issues of common concern to the two departments in the area of flood control planning will be handled in the future, and how communication between the two departments will occur. A report transmitting the Memorandum of Understanding should be submitted to the Internal Operations Committee by August 1 , 1985. 3 . Request the Public Works Director to prepare a report to the Internal Operations Committee on the financing of flood control work currently done for the cities ; determine whether the cities can be charged for this work, and make recommendations to the Internal Operations Committee regarding whether and in what ways such charges should be imposed. 4. Request the Director, .Community Development Department, and the Public Works Director, to consider the formation of a committee to coordinate all issues impacting both departments, and prepare a report with their recommendations for presentation to the Internal Operations Committee. 5. Leave this matter on referral to the Committee. BACKGROUND; On March 5, 1985 , the Board of Supervisors referred to our Committee the issue of how community development activities could be better coordinated and whether the community development activities and flood control planning should be organizationally assigned to the new Community Development Department. Our Committee met on April 22, 1985 , with the Public Works Director, Director, Community Development Department, Executive Director, Private Industry Council, Assistant Public Works Director for Flood Control, and staff from the County Administrator' s Office. We reviewed an April 22nd report from the County Administrator and memoranda from the Chief Engineer of the Flood Control and Water Conservation District dated March 25, 1985 and April 19, 1985. There is a general consensus that economic development activities presently carried on by the Community Development Department, Private Industry Council, and Housing Authority, cannot be further combined organizationally because of federal regulations and funding sources, but that further efforts to coordinate activities and clarify the roles of each department would be appropriate. There is also a general consensus that flood control planning is an integral part of the activities of the Flood Control and Water Conservation District and cannot readily be separated from the other flood control responsibilities. There is, however, also a consensus that a high level of coordination and communication is needed between Flood Control and the Community Development Department. We have, therefore, made the above recommendations , which are concurred in by all affected agencies.
