Take no -position on the EPA hearing scheduled for May 9, 1985. 2. Request the Community Development Director to Consult with the West Contra Costa Sanitary District, the cities, and other appropriate agencies, to identify all issues relating to waste-to-energy projects, and prepare a report to the Internal Operations Committee which identifies how waste-to-energy projects relate to other solid waste planning issues, such as the need for transfer stations , transportation issues, and financing of solid waste disposal sites. In addition, this report should comment on whether waste-to-energy projects are a practical solution to the County' s solid waste disposal problems, and how the development of waste-to-energy projects can be more closely integrated with the County' s solid waste planning efforts. 3 . Direct the Community Development Director, , or his staff, to meet with the. representatives of the cities and the Solid Waste Commission in an effort to agree on how and when the County should make periodic reports to the Mayors ' Conference on such issues as the solid waste disposal facility siting process; ability to control the wastestream, and the use of recycling to reduce the need to rely as heavily on land disposal of solid wastes. This report, along with the . Community Development Director's recommendations , should be made to the Internal Operations Committee as soon as possible. Solid Waste Commission (via Control ) _ M382/7.83 BY DEPUTY Page 2 EPA Hearing on West County Agency' s Application to Build a Solid Waste Incineration Plant in the North Richmond Area of the West County Agency for approval of a permit to construct a solid waste incineration unit in North Richmond. On April 22 , 1985, our Committee met with staff from the Community Development Department, the Environmental Control Division of the Public Works Department, County Counsel, representatives of the Grand Jury, and the Executive Director and members of the Board of Directors of the West Contra Costa Sanitary District. In discussing the development of the West County incineration unit proposal, our Committee became concerned that the development of this project has not been closely integrated with other solid waste disposal facility issues. We believe it is important that the entire issue of waste-to-energy projects be carefully and thoroughly integrated with the rest of the solid waste disposal issues presently confronting the Board of Supervisors so that the impact of waste-to-energy is considered along with all related solid waste issues. Our Committee believes that it is important on this, as well as all other solid waste issues, that the Board of Supervisors stay in close touch with the cities , the Mayors ' Conference, and the Solid Waste Commission, particularly over the next few months, as some important solid waste issues must be resolved. Our Committee does not believe that it would be appropriate for the Board of Supervisors to comment at the EPA hearing on this particular proposal. Our primary concern is that one aspect of solid waste disposal, such as waste-to-energy projects, not be developed independently of all other elements of the solid waste disposal system, and we have, therefore, made the above recommendations. t
