Box 222 Martinez, CA 91553 Dear Ms. Kinney: This letter confirms discussions held between representatives of the Public Works Department, the Personnel Department and your organization on January 30, and February 13, 1984 regarding creation of the class of Work Program Crew Leader. I understand that we are in a reement on the content of the specification (attached) and the salary level (H5 259 ?1760-1941) . As discussed, the salary level for Work Program Crew Leader is being established five percent (5%) in advance of the current salary for Lead Gardener based on the . following factors: 1. The nature of lead direction exercised by the Work Program Crew Leader is move difficult due to the negative attitudes, hostili,ty or disinterest some- times present in 6A recipients assigned to the Work. Test-Work Fare Program. 2. The span of control exercised by a Work Program Crew Leader is usually mine (9) while the span of control for Lead Gardener is within the .range of one (1) to fi.ve (5). 3. Participant turnover on the Work Fare crews is weekly and turnover on the Work Test crews is twice per week. 4. The need for individual training, counselling and direction of participants by the Work Program Crew Leader exceeds that normally exercised by Lead Gardener over Gardeners. 5. The Work Program Crew Leader must occasionally supervise participants in work areas where .the parties may be exposed to traffic conditions and extra safety precautions are required. 6. In order for us to implement this program,, it is necessary for you to hire Wor.l,, Program Crew Leaders . Weare asking that you expedite the process for obtaining the Work Program Crew Leaders in order that we may implement this program within the time frame set out for the Board of Supervisors. The Work Test Program, which is currently being conducted by both our depart- ments, is a successful program which has benefited the whole county through litter control and weed abatement. Assistance Work Program Attachedare two Position Adjustment Requests (P-300's) or Public Works to effect personnel changes in the General Assistance Work Programs. One P-300 is to add, threeWork Program Crew Leader positions to provide direction to Workfare crews. The Workfare Program was approved by the Board of Supervisors on January 31, 1984; and Social Service and Public Works agreed to create three work crews under the Workfare Program for General Assistance recipients, beginning July 1, 1984. This P-300 request is in accordance with Social Service's direction to begin the program, and it is supported by the Board. The second P-300 is to transition and reallocate incumbents and their positions of Work Test Crew Leader - Project to the class of Work Program Crew Leader - Classified. The incumbents in these four positions have been working for more than two years in project positions on leaves of absence from their permanent position of Gardener; and the project is expected to continue indefinitely into the future. The class of Work Program Crew Leader is at the same salary level as Work Test Crew Leader - Project, and incumbents will continue at their same salary steps. This action is requested under the Personnel Management Regulations, Part 16, Section 16.03, Transfer. of Project Positions and has been approved by Local 1 as a condition of creating new .Work Program Crew Leader positions (see attached Letter) . The Work Test and Workfare Programs are coordinated with Public Works and Social Service to provide work experience to General Assistance Welfare applicants and recipients who demonstrate their work readiness by performing basic work tasks under the direction of the Work Program Crew Leaders. A memorandum from Robert Jornlin by Elena Hopkins is attached and demonstrates Social Service's interest in establishing Work Program Crew Leader positions in order to begin the Workfare Program in July. Regulations, Part 16-1603 (Transfer of Project Positions). These positions are assigned to the Work Test and Workfare Programs which are coordinated by both the Public Works and Social Service Departments. Staff recommends that pursuant to the approval of the classification recommend- ation on the positions to be placed in the classified service, that the following action be approved: Pursuant to the Merit System Personnel Management Regulations .governing project position transfers and seniority in the Merit System, the employees listed below shall be granted permanent classified status in the classification and with the seniority dates noted below, subject to the approval of the Board of Supervisors and effective the date after Board action establishing the positions indicated below.
