HomeMy WebLinkAboutRESOLUTIONS - 06051984 - 1.41 .a BOARD OF SUPERVISORS Fes' Contra FROM: Cecil Williams, Director, OES Costa DATE: ougy SUBJECT: SB 1893 - California Earthquake Education Act of 1984 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION That the Board support Senate Bill Number 1893 by approving the attached resolution BACKGROUND: Geologic and seismic experts agree that California will continue to experience, in the foreseeable future, damaging earthquakes of moderate to great magnitude; and Contra Costa County contains within its boundaries major fault zones, such as the Hayward and Calaveras faults, known to be seismically active and capable of producing damaging earthquakes; and A pilot project of earthquake education and preparedness by the State Seismic Safety Commission, authorized by the California Earthquake Education Act of 1981, conducted in three counties within this state has demonstrated the efficacy and prudence of such earthquake education and preparedness; and The California Legislature is now considering an act, SB No. 1893 (Petris & Alquist), to be known as the California Earthquake Education Act of 1984, to implement a program of earthquake safety education and preparedness statewide for all the counties and communities of this state; CONTINUED ON ATTACHMENT:. Justification for Use of Offset: We had previously identified vacant MHTS pos. 4747 (formerly occupied by Ernest Banks) as an offset for new MHTS positions that would have been. needed to move the E Ward Crisis Screening Unit to Concord (see Bob Proctor's 7/15/83 memo to you, copy attached) . Submit a P-300 action to the Board of Supervisors to reduce the soon to be vacant 32/40 MHTS-C Level position #1052 to 24/40, effective as soon as possible in May. Lavonne may be appointed prior to the Board of Supervisor's action, as long as she takes 8 hours without pay and limits her time to 24 hours per week.
