SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
That the Board support Senate Bill Number 1893 by approving the attached
resolution
BACKGROUND:
Geologic and seismic experts agree that California will continue to
experience, in the foreseeable future, damaging earthquakes of
moderate to great magnitude; and
Contra Costa County contains within its boundaries major fault zones,
such as the Hayward and Calaveras faults, known to be seismically
active and capable of producing damaging earthquakes; and
A pilot project of earthquake education and preparedness by the State
Seismic Safety Commission, authorized by the California Earthquake
Education Act of 1981, conducted in three counties within this state
has demonstrated the efficacy and prudence of such earthquake
education and preparedness; and
The California Legislature is now considering an act, SB No. 1893
(Petris & Alquist), to be known as the California Earthquake
Education Act of 1984, to implement a program of earthquake safety
education and preparedness statewide for all the counties and
communities of this state;

the California Earthquake Education Act of 1984, and recommends its
passage.

a. Transfer vacant 40/40 MHTS-C Level position 4747 from the Department
vacancy pool to Cost Center 6575 (MH Program Admin.) effective 5/1/84.
b. Reassign Mary Roy Pourol from her 32/40 MHTS-C Level position 41052
(in Cost Center 6575) to 40/40 MHTS-C Level position 4747 (in Cost
Center 6575) effective 5/1/84. Our Reassignment Form is attached.
Justification for Increase in Hours:
Mrs. Pourol has been .working 40 hours per week continuously since 7/83, 24
hours/week in MH Program Administration (6575) and 16 hours/wk in our East j
County School Intervention Program (6496) , with the 8 hours of overtime
above her 32/40 position being in the ESCIP Cost Center 6496 , as shown by
the attached cost center payroll reports (samples selected for 7/83, 9/83,
12/83, and 2/84) . Furthermore, I can assure you that this increase in
hours has been budgeted in the Division's FY84-85 budget, as shown by the
attached Staffing Requirement Computation Sheets for 6496 and 6575.
f, Consequently this personnel action will not result in any increase in
expenditures, anT, stead, will reduce the amount of overtime that is
bei ng reflected in the Division's expenditures.
Justification for Use of Offset:
We had previously identified vacant MHTS pos. 4747 (formerly occupied by
Ernest Banks) as an offset for new MHTS positions that would have been.
needed to move the E Ward Crisis Screening Unit to Concord (see Bob
Proctor's 7/15/83 memo to you, copy attached) . I am hereby diverting
position 4747 from that purpose for use in .moving Mrs. Pourol to full-time
status effective 5/1/84.

2. Lavonne Peck: voluntary demotion to 24/40 C Level MHTS staff specialist
position
a. Submit a P-300 action to the Board of Supervisors to reduce the soon to
be vacant 32/40 MHTS-C Level position #1052 to 24/40, effective as soon
as possible in May. Lavonne may be appointed prior to the Board of
Supervisor's action, as long as she takes 8 hours without pay and
limits her time to 24 hours per week. A description of Lavonne's C
Level Staff Specialist duties,_is attached and the position will remain
assigned to MH Program Adminis ration 575) reporting to the ADAMH
Deputy Director. This new position is being funded by Gordon Soares
who will be initiating the needed budget increase for Cost Center 6575.
I will process a separate Reassignment Form through Gordon for this
appointment.
b. Create an 8/40 C Level MHTS position and hold it for a future personnel
action in which we will be requesting that Bruce Feingold's 20/40
Clinical Psychologist-Project position be converted to classified sta-
tus (MHTS) and increased to 28/40.

This is to request that you prepare and submit the necessary documents to
County Personnel for the appointment of Carol Sebilia as Acting Conserva-
torship Program Chief, effective May 1, 1984.
This exception to the freeze is necessary as the Program Chief, Lavonne
Peck, has accepted a reassignment to a part-time position in Mental Health
in conjunction with a disability retirement.
The Conservatorship program, with a staff of 21, requires a full time
director to meet its legally mandated responsibilities. This request,
therefore, is considered an appropriate exception to the freeze with
emergency operational consequences if the program is left without an on-
site director.

Time Required Description of Work:
50% I process the payroll for seven departments: Assessor, County Counsel,
Personnel, Health Department, two 'Public Health Department Special Projects
and the Library. Twice a month I 'audit time cards from above departments and
check for accuracy of time. posted, -vacation and sick leave accruals. I resolve
any error messages. I adjust salaries and accruals due to oversight of
department clerks- or late time reported. I compute and process typed warrants.
This position requires the knowledge of board orders, P-300's,
legislative acts and resolutions, interpreting and explaining 14 MOU's,
salary ordinances, and other rules and regulations regarding payroll procedures.
30% I prepare wage attachments and child support assignments, verifying
the employee number to see if 'currently employed. I .maintain a list of
attachments and assignments and send 'out notices to payroll clerks and employees.
I handle allunion deductions, changes, and cancellations. I verify
lost warrants and stop payment on checks that are lost, destroyed or misplaced.
I have extensive telephone and personal contact, answering questions
regarding sick leave, vacation, overtime, procedures, salaries, warrants,
deductions, diff erentials, 'authorized positions, pay rates, and attachments.
I handle all subpoenas for payroll records. I handle miscellaneous
reports which need information and answers from outside sources. I have
knowledge of other payroll clerks' duties so I can substitute in their absence.
15% Upon receipt of certification, I set up new employee records, merits,
