Dixon, Interim County Administrator Costa DATE: May 30, 1984 C OU "Y SUBJECT: Legislation: AB 3156 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position of support for AB 3156 (Bronzan) BACKGROUND: AB 3156 provides that rates of payment for outpatient hospital services provided under the Medi-Cal Program shall be increased for hospitals which serve a dis- proportionate share of low-income persons. Low-income persons are defined as those certified as eligible pursuant to Welfare & Institutions Code Section 17000. Payment rates would be adjusted as follows: Disproportional Share Increase in Payment Rate 31% to 50% 25% . 50% + 50% Such a formula would undoubtedly increase Medi-Cal revenue to. this County for hospital outpatient care and, therefore, deserves the support of the Board of Supervisors. The bill is sponsored by the California Association of Public Hospitals and is supported by CSAC and the County's Health Services Director. AB 3156 passed the Assembly Health Committee April 24 by a vote of 10 ayes to 2 noes. The bill passed the Assembly Ways & Means Committee May 23 .by a vote of 14 ayes to 6 noes and is now on Third Reading on the Assembly Floor.
