Pullen, DRCC, i The DRCC Operations Committe has directed me to formalize a request for an appropriation adjustment ' f all available revenue and secure a purchase order for PRC/PMS in that amount to begin software modifications required for the existing system. Attached is an excerpt from the May 10th, 1984 DRCC OpComm meeting regarding this subject. I have also prepared a requisition (attached) in the amount of $13,600 to satisfy the request. The Operations Committee has repeatedly expressed a desire to expand our system capabilities to perform other functions such as records management, statistical reporting and remote data access. These monies will be used to begin these projects as directed by the user agencies. A greater efficiency and overall cost savings will benefit the entire East County public safety community from the projects approved by the Operations Committee. Pullen Equipment ,DDDDDD The attached requisition represents one test terminal for use by radio technicians in the diagnosis of mobile radios and data terminal equipment. The DRCC users presently own nearly 200 such pieces of equipment. Whenever repair is necessary, the units presently must be sent to Illinois for repair which often takes several months. Not only is the down time of the equipment unacceptable, but using Motorola repair services is not cost efficient. With the addition of this test set, our own technicians will accomplish the repair in a lesser time with lower costs. . The DRCC Operations Committee has directed me to resolve the need for this local service capability and is anxious fora response. All costs will be shared according to the established percentages with 23% being County (Sheriff) costs. Martinez and Richmond) .which are used to play evidence tapes and training tapes. , These units are ' 10 years old. Two of the TVs are presently inoperable. All of the equipment has been repaired a number of times during the past several years. It is no longer cost effective to' have this equipment repaired again. These units are used in the branch officesby our lawyers and investigators to. view training tapes and evidence tapes which are prepared by a number of criminal justice agencies including our office. The evidence tapes include police interviews of defendants and witnesses, crime scene displays; conditional examinations. of witnesses who cannot be present at the preliminary hearin g , surveillance- tapes prepared by local law enforcement agencies and this office and security tapes of private industry, retail and industrial locations are also shown as part of our presentation in court proceedings. It is necessary for either the. lawyer or one of our investigators to transport a"TV set and VCR on the hand cart from our office. location to the appropriate court and back. This equipment is very sensitive and does not .stand up well under being continually -moved from one location to another. We intend to replace the hand cards and will try to obtain new ones that will have shock absorbing features built into .them. The VCR units that are currently being used were designed to handle the U-matic tape. The cost of a 1-hour tape for. these 'bnits is in excess of $20. The newer.VHS tapes now in -use cost about $7.00 each and can record up to 8 hours of video. These tapes are much more cost efficient. We will need to purchase :3 21-23" TVs at a cost of about $640 each, including tax, 3 VCRs of the VHS mode at a cost of about $,535 each,: including tax and believe- that the 3 hand carts that.will .be needed should not cost more than $300 each which is within our capital outlay authorization. _ The use of this equipment by ourtrial attorneys. in the courtroom is absolutely e essential .to .the -successful. 'Prosecution of a :case:when real evidence .is available on video tape and can be shown to .the judge, jurors and the. defense at the most propitious._moment `during the proceedings. McGraw Assistant Administrator Contra Costa County 651 Pine Street Martinez, CA 94553 Dear Terry: The Moraga Fire District has had major problems with our first-run pumper (E-41) for the last two years, mainly because of its being underpowered and its age (12 years old) . The combination of these factors has reduced the performance by 50%. This loss of performance has caused us to put the ladder truck as first response in hilly areas of our District (until the pumper can be repaired) which is about 75% of the time. We are of the position that this unit must be repaired as soon as possible as it is needed for first response. It should be noted that this engine was rebuilt approximately 6 years ago and when discussing the problems with East Bay Ford Trucks, it was -strongly suggested that we repower the unit rather than rebuild for several reasons. I.— The engine was rebored at the time it was rebuilt 6 years ago and they feel a second reboring is not recommended. 2. The present engine is underpowered for the type of terrain it is being used in. 3. If we rebuild the present engine, we would probably continue to have the same problem and a short .life because of the underpowering. The engine which is recommended for repower is a 1984 model and the largest which will fit in the chassis. This repowering will increase the life of the unit as first response by 12 to 15 years. It should also be noted that the 1984 cab and chassis are identical to our 1972 unit so in essence, we would have a basic 1984 unit by repowering.
