The Board of Supervisors of Contra Costa County RESOLVES THAT:
1. This resolution establishes maximum rates and allowances for family home care
under the Welfare and Institutions Codes §900 as to wards or dependent
children of the Juvenile Court or minor persons as to whom Juvenile Court
petitions are pending, and under Government Code §26227 as to other minor
persons placed in family homes pursuant to programs of the Social Service or
Probation Departments, which this Board has established to meet the social
needs of the population of the County, effective July 1, 1983.
2. Family Home Payment Rates:
a. The maximum monthly basic rates for family home care in Contra Costa
County shall be:

b. The authorized monthly rate for family home care for children placed by
the Probation or Social Service Departments may be augmented in specific
cases by written direction of the County Welfare Director or his desig-
nee, to provide an additional specialized care increment based on cri-
teria which shall include, but not be limited to, the level of physical
and emotional problems presented by the child, the level of auxiliary
services needed by the child, and the ability and willingness of the
foster parents or specified relative-caretakers to provide for the needs i
of the child.
Such additional specialized care increments may not exceed $402 per
month.
The payment of these additional specialized care increments shall follow
the formula which was developed by the County Welfare Director and County
Probation Officer; and adopted by the Board of Supervisors on September
14, 1976 (Resolution No. 76/801) subject to regulations developed by the
County Welfare Director and/or the State Department of Social Services.
c. In accordance with Chapter 977 of the Statutes of 1982, small family home
rates, based on the regional center prescriptive rate schedule, are des-
ignated as specialized care rates. Such specialized care rates are
defined as allowable to the extent that they existed prior to July 1,
1982 (grandfather provision). The payment. of specialized care rates
based on the regional center prescriptive rate schedule has heretofore i
been authorized pursuant to resolutions establishing rates for child care
institutions (Resolution No. 83/892, adopted on July 12, 1983 for FY
1983-84). For small family homes, the specialized care increment is the
difference between the regional center payment level and the basic rate
as set forth in a, above.
Small family homes are defined in Title 22 of California Administrative
Code as the family residence of the licensee which is licensed to provide
care and supervision for one (1) through six (6) target group children
(developmentally disabled, mentally disordered and/or physically handi-
capped).

The maximum monthly rates for placements in small family homes, whose
rate is based .on the regional center prescriptive rate schedule, shall be
$828, of which:$63 is exclusively for the child's personal and incidental
expenses (PIE) which include initial and ongoing clothing needs. *
d. Large family home rates are not subject to the schedule as set forth in
a, above. Large family homes are defined in Title 22 of California
Administrative Code as the family residence of the licensee which is
licensed to provide care and supervision for seven (7) through twelve
(12) children.
The FY 1983/84 rates for existing large family homes shall be based on
the FY 1982/83 rate, in effect as of July 1, 1982, adjusted for a four
(4) percent cost-of-living increase.
e. The family home rates paid for children placed by Contra Costa County
Probation or Social Service Departments in other counties of the State
shall be the basic rates established by the Board of Supervisors of such
other counties; and for children who require specialized care, the spe-
cialized care increment in effect as of July 1, 1982, adjusted for a four
(4) percent cost-of-living increase in accordance with Chapter 977 of the
Statutes of 1982.
3. Emergency Foster Family Home. Payment Rates - Social Service Department
a. In accordance with Chapter 977 of the Statutes of 1982, emergency foster
family home rates are designated as specialized care rates. The
"specialized care increment" has been separated from the basic rate com-
ponent as specified in item 2 paragraph a. This breakout, converted to a
monthly figure, is shown in parenthesis to the right of the actual daily
rate.
The maximum daily rates for Social Service placements in emergency foster
family home care in Contra Costa County shall be either the emergency
care or Difficult-to-Place per diem as detailed below:

b. Subject to payment limits of $16,250 per provider per year, the
Purchasing Agent is authorized to contract with licensed emergency foster
family home providers for emergency foster family home services, as
follows:
1) For Social -Service placements of children ages 0-17, not more than 65
beds at any one time, and not more than five beds per home.
2) In the case of contracts providing for beds limited to children ages
0-12 or contracts for beds limited to children ages 13-17, the County
will pay the licensed emergency foster parents $125 per month per bed
without regard to use plus daily rates as set forth in a, above for
actual care provided.
3) In the case of contracts providing for beds for children in the full
age range of ages 0 through 17, the County will pay the licensed
emergency foster parents $150 per month per bed without regard to use
plus daily rates as set forth in a, above for actual care provided.
4) Contracts requiring payment limits which exceed those authorized
herein shall be made by the Board of Supervisors.

4. Temporary Foster Family Home Payment Rates - Probation Department
In accordance with Chapter 977 of the statutes of 1982, temporary foster
family home rates are designated as specialized care rates. The "specialized
care increment"--has been separated from the basic rate component as specified
in item 2 paragraph a. This breakout, converted to a monthly figure, is
shown in parenthesis to the right of the actual daily rate. The maximum
daily rate for a child placed in a temporary foster family home, either a
ward of the Juvenile Court or where a petition has been filed in his behalf
in the Juvenile Court, under §601 of the Welfare and Institutions Code shall
be either the temporary care or Difficult-to-Place per diem as detailed
below:

5. Clothing Allowance
In accordance with the following schedule, the County Welfare Director, the
County Probation Officer, or their respective deputies, may authorize in
writing payments to family home providers, emergency foster family home pro-
viders, temporary foster family home providers, group home providers, as well
as specified relative-caretakers and nonrela ted guardians receiving AFDC-FC,
to provide clothing needed by each child placed or replaced into another home
("placement allowance") and to provide needed school clothing ("school
allowance") annually.
In order to avoid duplicative payments, clothing allowances may not be paid
to those providers whose monthly rate is based on the Regional Center's
prescriptive rate schedule whenever such rate includes an allowance for the
child's personal and incidental expenses (PIE). No more than the maximum
amount shown shall be paid for clothing for any one child in any one fiscal
year (July 1 - June 30).

6. Temporary Home Care
In order to continue the County's capability for providing temporary/
emergency care of children out of their own homes during the parents' tempo-
rary absence, and because the Board considers the temporary care of a child
within the home of a relative, neighbor or friend to be in the best interests
of the child and at a lesser cost to the County than emergency foster family
home care, the Board AUTHORIZES the Social Service Department to place chil-
dren in temporary home care within the home of a relative, neighbor or friend
at the following payment rates, with a maximum stay of ten (10) days:
One child, $ 8
Two or more children $ 12 (total daily payment regardless
of the number of children)

7. The rates specified in this resolution are the maximum amounts to be paid and
lower or going rates shall be paid wherever feasible.
8. The County Welfare Director and County Probation Officer are authorized to
adopt regulation-s to implement this resolution.
9. Resolutions No. 81/1039 and amendments thereto adopted September 8, 1981;
which fixed foster home care rates and Resolution No. 82/1121 adopted
September 21, 1982; which extended the rates established by Resolution No.
81/1039 as interim rates subject to retroactive adjustment to permit
increases effective on or after September 1, 1982 are HEREBY SUPERSEDED by
this resolution, effective July 1, 1983.
