SUBJECT: In the Matter of Consultation with Residents and Groups Concerning
Adoption of the Pleasant Hill BART Station Area Redevelopment Plan
RESOLUTION NO. 84/209
The Contra Costa County Board of Supervisors RESOLVES THAT:
On February 14, 1984 , by Resolution No. 84/89 , the Board of
Supervisors called upon residents within the Pleasant Hill BART Station Area
Redevelopment Project Area to establish a Project Area Committee. Formation
of a Project Area Committee is required by the California Community Redevelop-
ment Law (Health and Safety Code Section 33000 et. sect. ) when it is anticipated
that a substantial number of low- and moderate-income residents will be dis-
placed as a result of redevelopment.
County staff has notified Project Area residents of the Board of
Supervisors ' call for creation of a Project Area Committee and has consulted
with interested residents. Based on the response of Project Area residents,
staff has determined that a substantial number of low- and moderate-income resi.
dents will not be displaced as a result of the proposed redevelopment activity;
that there was insufficient response from residents to create a Project Area
Committee; and that, in lieu of a formal Project Area Committee, continued
consultation with interested residents will effectively serve the needs of
the residents and the Agency in formulating the Redevelopment Plan.
Health and Safety Code Section 33385 permits and requires consulta-
tion with residents and community organizations in the event a Project Area
Committee is not formed.
The Board of Supervisors hereby determines that a Project Area
Committee need not be established for the Pleasant Hill BART Station Area
Redevelopment Plan and that, in lieu of such a Committee, continued consulta-
tion with interested residents will effectively serve the needs of residents
and the Agency in adopting the Redevelopment Plan. The Board of Supervisors
directs County staff to continue such consultations as appropriate and to
provide residents and community organizations with a copy of the Redevelopment
Plan prior .to its submission to the Board.
