SUBJECT: AUTHORIZATION TO EXECUTE AGREEMENT WITH CONTRA COSTA
COLLEGE DISTRICT FOR CHILD DEVELOPMENT PROGRAM

RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
to execute an interagency agreement to accept funding from the Contra Costa College
District for child development instructional materials in an amount not to exceed $3,464
for the period July 1, 2007 through June 30, 2008. (All Districts)
FISCAL IMPACT:
Funding will be appropriated into the Department's FY 2007-08 budget. No County
costs.

CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department's
Head Start program supports three of Contra Costa County's community outcomes -
Outcome 1: "Children Ready for and Succeeding in School," Outcome 3: "Families
that are Economically Self-sufficient," and, Outcome 4. "Families that are Safe, Stable,
and Nurturing." These outcomes are achieved by offering comprehensive services,
including high quality early childhood education, nutrition, and health services to low-
income children throughout Contra Costa County.
BACKGROUND:
Employment & Human Services Department received notification of this funding
allocation from the Contra Costa College District in late December 2007. The State of
California provides funds to the Contra Costa College District, via contract CIMS 7056,
for child development programs and supplies. The College District, in turn, contracts
with Contra Costa County to provide the child development program services. When
the State allocates funds for program supplies, the College District passes the funds
through to the County, as reflected in this board order and accompanying Interagency
Agreement.
Approval of this agreement will allow the Department to purchase instructional materials
and supplies for the Child Development Program.
