(Cities and County Stormwater Utility Fee Assessment Funds) (All Districts) Project No. 7519 6x7617 DATE: April 3, 2007 PAGE: 2 of 2 FISCAL IMPACT: The cost is estimated to be $186,000; and, shall be funded by stormwater utility fee assessments collected by the cities and county, proportioned to their respective populations. REASONS FOR RECOMMENDATION AND BACKGROUND: The twenty-one (21) municipal agencies including Contra Costa County, its nineteen (19) incorporated cities and the Contra Costa Flood Control District, constitute the Contra Costa Clean Water Program. These agencies are regulated by the San Francisco Bay and Central Valley Water Quality Control Boards for urban runoff through Joint Municipal National Pollutant Discharge Elimination System Permits. One of the major permit requirements is the implementation of public education and industrial outreach activities aimed at reversing negative practices that damage our environment. The Contra Costa Clean Water Program has embarked on a "branding" campaign to familiarize residents and property owners with the Program goals and objectives and to change adverse behaviors. ASTONE, Inc is under contract with the Program to develop and place media messages which educate and inform the public the Contra Costa Clean Water Program is a responsible government agency working on behalf of the Cities and County to achieve enhancements to our environment. The requested additional funding will enable the Program to reach a greater audience through the use of a multimedia outreach effort. All twenty-one (21) co-permittees have approved the increased funding. CONSEQUENCES OF NEGATIVE ACTION: If the consulting services agreement with ASTONE is not approved, then the Program will not be able to develop and place the media messages necessary to promote the Program. These communication materials, media and outreach activities are strategically aligned with those developed in previous Program efforts to assure a cohesive outreach effort for the Program. Task 000. Creative Branding and Messaging $15,000 Create a"look and feel" for the Program that will be memorable to the target audience and assist the Program in meeting its goals of attaining trustability and recognition. Provide two alternative branding approaches for review and refinement by the Program and its stakeholders. The creation of these two alternatives will help identify effective images, themes and graphic style for use in the Program's communication materials. Task 001. Bus Signs $25,194 Development, printing and placement of a bus sign campaign to help build awareness of the Program. These signs will be placed on Tri-Delta Transit and County Connection. Task 002. BART Platform Posters $13,089 BART offers various regional advertising opportunities in the BART stations. One of the most effective advertising venues is called a Platform Poster(46"h x 60" w). Platform Posters are located at both the track and mezzanine levels. The art from the Bus Signs would be adjusted to the size of the BART placements. In order to reach BART commuters in select Contra Costa County communities, three Platform Posters will be placed at each BART system in Orinda, Lafayette, Del Norte, El Cerrito, Richmond and Concord. Exact placement availability in March 2007 to be determined. Task 003. Radio PSA Development $18,500 Development of three radio public service announcements that talk about the purpose of the Program and why it is important to the community. Focus on healthy environment, healthy people and healthy economy and discuss how the Program benefits the residents and the nature/water that surrounds them. This PSA will help take away any ambiguity of its partners (All the cities in Contra Costa, the Flood Control District, and the County). * Pricing does not include Contra Costa sales tax 1 Task 004. Radio Placement $159,000 Conduct a media campaign utilizing radio stations. The purpose of the campaign is to educate and reinforce the Program's branding messages of healthy environment,healthy economy and healthy people. Provide media planning, placement and assessment services. Analyze costs and audiences reached by specific programming, and negotiate and implement contracts. Provide the Program with documentation of task progress for approval. Task 005. Corporate Branding Video $25,500 Develop a 3-4 minute video for presenting the Programs background, experience, mission and benefits to use in presentations, training and mailings. This video will highlight how the Program is an environmental steward and why the program is important to Contra Costa County. This can be used for presentations, on the Program website and on local cable access channels as public service. Task 006. Website Update $7,500 Updating the look and feel of the website as well as including the branding messaging and educational information will help complete the overall campaign. Where appropriate, developed materials can be designed as flexible electronic template for multiple uses by program participants and made available for easy access through the website. Task 007. Program Newspaper Tabloid and/or Newsletter $95,500 Provide concise, consistent information about the Program and its benefits to the targeted audience by producing a Program Newspaper Tabloid. Tabloid distribution will be done through Contra Costa Times inserts. Additional copies can be used at events and for placement with smaller local papers. Three tabloids will be developed and produced. Topics include: healthy environment, healthy economy and healthy people (developed and placed in that paper in that order). Paper stock is a 40# web press stock (slightly heavier than newsprint) Task 008. Contra Costa Times: Post-it Notes $17,510 Post-it Notes will be placed on the front page of the paper. The purpose is to draw attention to the Program tabloid that will be inserted inside the paper. Having a note on the front page will encourage readers to look for and read the insert. Approximately 155,000 post-it notes will be used for each insertion. * Pricing does not include Contra Costa sales tax 2 Task 009. Media Evaluation Report $2,500 Prepare a detailed media reconciliation report outlining the goals and messages of the campaign as well as defining the target audiences, reach, frequency, value added media and total campaign sources and costs. This information will be provided as part of the Program's Annual Report to the San Francisco Bay and Central Valley Regional Water Quality Control Board. Task 010. Project Management $58,000 Provide process management and coordination services to assure continuity of public outreach messages among various forms of media and materials developed during the contract year. Provide PEIO committee with monthly status reports on program development activities and produce brief evaluation documents as needed to summarize the development of program media and materials. Develop an Annual Report of activities and deliverables. Provide print estimating, vendor management and quality control services as required to assure consistent quality in the production of program materials. Task 011. Public Opinion Survey $27,500 Implement a quantitatively reliable telephone survey within Contra Costa County that measures public awareness of stormwater issues and pollutant-specific behaviors. The current questionnaire will be reviewed and revised and be used as a baseline study in order to receive information from residents that help guide the program for the next five years. Assess the knowledge of the Program and its messages. The results gathered from the public will measure and evaluate the public's awareness of stormwater quality messages and pollution prevention behaviors with emphasis on information disseminated through the Program's mixed media campaign. Task 012. Contingency $2,207 Some costs may need to be determined at the time of development(such as final competitive print bids) and contingency funds will be appropriated accordingly.
