ORDINANCE NO. 95-19
URGENCY SECOND EXTENSION OF ORDINANCE NO. 94-49
PROVIDING FOR A TEMPORARY STABILIZATION
AND CONTROL OF RENTS WITHIN MOBILEHOME PARKS
The Board of Supervisors of the County of Contra Costa ordains as
follows:
SECTION I. FINDINGS AND PURPOSE. On October 4, 1994, the Board
of Supervisors adopted Ordinance No. 94-49 providing for a
temporary stabilization and control of rents within mobilehome
parks in the unincorporated area. Ordinance No. 94-49 was
extended to and including May 2, 1995 by ordinance adopted by the
Board of Supervisors on January 24, 1995. The Board of
Supervisors hereby finds and declares that the findings and
declarations in Ordinance No. 94-49 continue to be true, and that
it is necessary and in the public interest to extend the interim
mobilehome park rent stabilization and control measures set forth
in Ordinance No. 94-49.
SECTION II. EXTENSION. Ordinance No. 94-49 is extended in
effect and operation to and including August 1, 1995, by amending
its Section III, subsection A, to extend its operation beyond
May 2, 1995, to and including August 1, 1995.
SECTION III . DECLARATION OF URGENCY. This ordinance is hereby
declared to be an urgency ordinance for the immediate
preservation of the public safety, health, and welfare, and shall
take effect immediately upon its adoption. The facts
constituting the urgency of this ordinance's adoption are set
forth in Section I of Ordinance No. 94-49. The Board of
Supervisors finds and determines that said findings, including
the findings regarding existing housing supply and hardship to
persons of fixed or limited incomes, and the possible
displacement of such persons, represent a serious threat to all
economic segments of the community and especially to senior
citizens, persons on fixed incomes, and persons of low income.
SECTION IV. EFFECTIVE PERIOD, PUBLICATION. This ordinance
becomes effective immediately upon adoption by four/fifths vote
of the Board of Supervisors or, if approved by less than
four/fifths vote of the Board, thirty days after passage (on
second reading) . This ordinance shall continue in effect until
and including August 1, 1995.
Within fifteen days of passage, the Clerk shall publish this
ordinance once with the names of the Supervisors voting for and
against it in the CONTRA COSTA TIMES , a newspaper
published in this County.
