HomeMy WebLinkAboutMINUTES - 04171984 - T.2 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on April 17, 1984 by the following vote: AYES: Supervisors Fanden, McPeak, Torlakson NOES: None ABSENT: Supervisors Powers, Schroder ABSTAIN: None SUBJECT: Hearing on appeal of J. R. Lucas, (applicant) and Aldo P. Guidotti , (owner) from Orinda Area Planning Commission denial of Development Plan #3054-83, for an office building with variance to allow a zero-foot setback for a sign in the Orinda area. This being the time fixed for hearing on the appeal of J. R. Lucas, (applicant) and Aldo P. Guidotti , (owner) from Orinda Area Planning Commission denial of Development Plan #3054-83; and Harvey Bragdon, having described the property site and advised that the proposal is to errect a new building consistent with the General Plan for the Orinda area; and Harvey Bragdon, advised that the Planning Commission had several meetings on this matter, and. had requested the architect to develop a revised site plan for this project which would bring the driveway around to the rear of the existing structure, however , the applicant had asked the Orinda Area Planning Commission to take action only on the first Development Plan which was submitted to them, and the Orinda Area- Planning Commission at that time denied without prejudice Development plan #3054-83; and The Chairman having opened the public hearing and the following persons having appeared: James R. Lucas, applicant, and architect for the owners, having appeared and stated that when the original plan was sub- mitted, the Orinda Area Planning Commission had denied any kind of alternative to the plan that had to do with keeping the existing structure, and also stated that the owners of this property were asking the Board for approval of the original application with a driveway going between the two buildings, and advised the Board that the existing building, which was currently being used by Mr. and Mrs. Guidotti as a legal office, would be remodeled to look like the new structure; and Mr . Lucas having also commented that Mr. and Mrs. Guidotti were adamant about having the driveway run between the two struc- tures, and stated that if this plan were not approved this project would be abandoned, and also advised the Board that he had received letters from the County Planning Department, and Public Works Department recommending approval of this project; and Mrs. Guidotti , 104 Diablo View, Orinda, having appeared and commented on the construction of a retaining wall for this pro- ject, which she felt could result in slide problems, and also having .;commented on her desire to have the driveway run between the two structures; and Cathy Merrill, representing the Orinda Association and Planning Committee, having appeared and advised the Board that the Planning Committee had reviewed this project and approved it unani- mously with an extensive list of conditions, and also commented that several of the surrounding residents felt that they would like to see the existing structure completely removed and the development of this project started from scratch; and C lr Cathy Merrill advised that the Orinda Association and Planning Committee' s major concern was that the two structures be tied together in some way so as to appear as one structure; and Harvey Bragdon advised that the Orinda Area Planning Commission wanted the site to look like one structure rather than two structures; and Supervisor Fanden having inquired as. to whether.- those structures could at some point •in the future be .sold separately; and Harvey Bragdon advised that this project is considered to be a single lot; and Supervisor Fanden having stated that she would like to defer decision on this matter for a couple of weeks in order to allow time in which to view the subject property; Board members having considered the recommendation of Supervisor Fanden, IT IS ORDERED that the decision on the appeal of J. R. Lucas, (applicant) , and Aldo P.
