SPECIFIC REQUEST(S) OR RECOMMENDATION(S) $ BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt a position of support for SB 1929.
BACKGROUND:
On March 13, 1984, the Board of Supervisors heard a joint presentation from the
Central County Ad Hoc Committee on Waste Management and Joaquin Acosta & Associates
on co-composting waste management. At that time, Mr. Acosta urged the Board to adopt
his proposal and to endorse SB 1929 by Senator Campbell which would require certain
specified State Departments and Agencies to give preference to the purchase of co-compost
products. The Board requested .the County Administrator to analyze the co-composting
proposal and submit a report to the Internal Operations Committee. In addition,
SB 1929 was referred to the County Administrator for a recommendation to our Committee.
On April 16, 1984, our Committee met with staff from the County Administrator's Office
and Public Works Department, as well as with Mr. Acosta. Our Committee is favorably
disposed to the recommendations Mr. Acosta has requested we make to the full Board.
We are, however, asking County Counsel to review those recommendations before we
endorse them.
In the meantime, we believe it would be appropriate for the Board to endorse SB 1929.
SB 1929 requires all State departments and agencies, including but not limited to, the
Department of Transportation, the Department of Water Resources, the Department of
Forestry, and the Department of. Parks and Recreation, to give purchase preference to
co-compost products when they can be substituted for and cost no more than other
similar products. The bill provides that this preference shall include but not be
limited to the construction of noise attenuation barriers, safety walls, highway
planting projects, and recultivation and erosion control programs.
SB 1929 also declares that it is the policy of the State to encourage the use of
marketable end products which are produced as a result of superior waste management.
The bill also defines co-compost products and declares that it is in the public interest
to provide special consideration for the State purchase of co-compost products because
these products substantially reduce the need for solid waste disposal facilities and
will assist the State in providing new solutions to the alarming decrease in available
.solid waste disposal facilities.
