RECOMMENDATION:
Adopt Position Adjustment Resolution Number 20564,to add two(2) permanent full-time Administrative Analyst(APWA) positions at
salary level B85-1277 ($3,709-$4,508), cancel two(2)Clerk Specialist Level (JWXD) positions#'s 13351 and 13352, and cancel one
(1) Family and Children's Services Children's Services Manager-Project(9MH1) position#1240, as recommended by the Assistant
County Administrator-Human Resources Director.
FISCAL IMPACT:
Upon approval, no County funds will be used as a result of this action.
BACKGROUND:
In June 2007,the Community Services Bureau projected a need for two(2)Clerk Specialist level positions with the Child Division
contract CaIWORKS Stage 2(C2AP)to operate child programs within the Employment and Human Services Department. The
Department operated this program for several months, and concluded that there is a greater need for analytical administrative support
rather than the specialized clerical support.
CONSEQUENCE OF NEGATIVE ACTION:
If this request is not approved, the Department will have insufficient analytical administrative support staff to operate the child care
programs providing services and protection for the children in the County placed in our care.

SUBJECT: P-300 Justification- ADD Two Admin. Analyst Positions
In June of 2007 Community Services Bureau projected a need for two (2) Clerk
Specialist Level positions with the Child Division contract- CalWORKS Stage 2
(C2AP) to operate child care programs within the Employment and Human
Services Department. After operating the program for several months, we have
discovered that there is a greater need for analytical administrative support,
rather than specialized clerical support.
Therefore, we are requesting to ADD two (2) Administrative Analyst positions and
CANCEL two (2) Clerks Specialist Level positions (position numbers 13351 &
13352). To offset the additional funding need to convert these positions, we are
also requesting to CANCEL one (1) FACS Children's Services Manager position
(position number 1240). The salary and benefit cost adjustment will be funded
through our Child Division contract- CalWORKS Stage 2 (C2AP) funding, which
is derived of State dollars;no County funds will be used.
