FISCAL IMPACT: No fiscal impact. BACKGROUND: The first week of June is "National Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) Awareness Week." This resolution is intended to raise awareness and promote training of CPR and AEDs, as well as to increase public access to AEDs. In the Matter of Recognizing RESOLUTION NO. 2008/361 June 1-7 as "Cardiopulmonary Resuscitation and Automated External Defibrillation Awareness Week" WHEREAS, the first week of June has been declared"National Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillation (AED) Awareness Week." WHEREAS, over 300,000 Americans suffer sudden cardiac arrest each year and there is a 95 percent mortality rate; and WHEREAS,chances of survival are increased dramatically if CPR and AED resources are available and utilized within the first three to seven minutes after sudden cardiac arrest; and WHEREAS,the goal of a National CPR and AED Awareness Week is to encourage states,counties,cities and towns to establish well-organized programs that provide CPR and AED training and increase public access to AEDs; and WHEREAS,the American Heart Association and the Contra Costa County Emergency Medical Services Agency advocate the "Chain of Survival," which represents the four crucial links of the emergency treatment of sudden cardiac arrest. The links are: Early Access to Care Early Cardiopulmonary Resuscitation, or CPR Early Defibrillation, and Early Advanced Care WHEREAS,Contra Costa County Emergency Medical Services is committed to strengthening the links in the chain of survival in the County;and supports a widespread public access defibrillation(PAD)program; and WHEREAS, victims of sudden cardiac arrest in Contra Costa County have been saved in 2007/2008 by the action of bystanders who began CPR and used the AED at their location in the time of such an emergency; and WHEREAS,it is appropriate to increase awareness of the value of CPR training and encourage placement of AEDs in public places by designating Cardiopulmonary Resuscitation(CPR)and Automated External Defibrillation(AED) Week: NOW,THEREFORE,BE IT RESOLVED that the Board of Supervisors designates the week of June 1- 7, 2008 as Cardiopulmonary Resuscitation and Automated External Defibrillation (AED) Awareness Week,encouraging all residents of Contra Costa County to learn critical lifesaving skills such as CPR and AED use,as well as encouraging businesses and other organizations to provide publicly accessible AEDs.
