SUBJECT: Amend Workforce Investment Act (WIA) contracts to provide mandated in-school and out-of-
school WIA Youth Services.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the Workforce
Development Board, to execute contract amendments with the agencies listed below, effective June 30, 2008, to
increase the total payment limit by$597,000 to a new payment limit of$1,885,000, and extend the terms from June
30, 2008 to October 31, 2008, to provide ongoing in-school and out-of-school youth Workforce Investment Act
Services.

FISCAL IMPACT:
$1,885,000 No County Costs: 100% Federal Workforce Investment Act, CFDA#17.259. All Districts.
CHILDREN'S IMPACT STATEMENT:
Services to be offered through these contracts directly support two of the Children's Report Card community
outcomes: 1) "Children Ready for and Succeeding in School"; and, 2) "Children and Youth Healthy and Preparing for
Productive Adulthood".
BACKGROUND:
The Employment and Human Services Department, on behalf of the Workforce Development Board of Contra Costa
(WDB) and The Youth Council, awarded contracts under the open bid process for in-school, out-of-school, and
follow-up youth services as mandated by the Workforce Investment Act (W IA) to the Agencies listed above. Services
include vocational assessment,job and apprenticeship placements, employment credentialing, career preparation
services,job retention support, mentoring and individualized program planning, and Foster Youth Case Management
Services. These contract amendments will provide for the continuation of mandated WIA Youth Services pending the
completion of the current open bid process, Request for Proposal 1100.
