SUBJECT: Contracted Temporary Help Contracts
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
APPROVE and AUTHORIZE the Director of Human Resources, or designee, to execute contract
amendments agreements with AppleOne Employment Services, Kelly Services, Venturi Staffing
Partners, and Team Persona to extend the term from June 30, 2008 to December 31, 2008 with no
change in payment limits, to continue to provide temporary employment services to County agencies,
departments or offices. (All Districts) (Funded by User Departments)
BACKGROUND
The County frequently requires temporary help to assist County agencies, departments, or offices
during peak loads, temporary absences, and emergency situations. It is crucial'to extend these
contracts through December 31, 2008 as the County has relied very heavily on Contract Temporary
Help staff to continue departmental operations since the clerical hiring freeze was enacted in
January 2008. It is also in the economic interest ofCounty to pr vide emporary help by
contracting with temporary help agencies since they incl de all insu�3nce ver es in their rates

and there are no fringe benefit costs, thus reducing County liability and cost. As governed by State
law, temporary help obtained under these contracts may not be used in place of employees in the
case of a labor dispute or for more than 90 days for any single instance of peak load, temporary
absence, or emergency situations.
This extension will allow time to transition the Contracted Temporary Help workers with permanent
County employees when the clerical hiring freeze is lifted. During this transition period, the Human
Resources Department will also issue Request for Proposals (RFP's) to solicit new vendors for
contracts commencing January 1, 2009.
FISCAL IMPACT
The fiscal impact of these contracts are budgeted by each operating department. The payment limits
for the contracts are:

CONSEQUENCE OF NEGATIVE ACTION:
Failure to approve these contract extension agreements will negatively impact all County departments
that have relied on Contracted Temporary Help to continue vital County operations since the clerical
hiring freeze was enacted in January, 2008.
