RECOMMENDED ACTION:
DETERMINE that the Willow Lake Road Sidewalk Project is a California Environmental Quality Act (CEQA)
Class 3d Categorical Exemption, and
DIRECT the Director of the Department of Conservation and Development to file a Notice of Exemption with the
County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Department of Conservation
Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption, and
APPROVE the project, and AUTHORIZE the Public Works Director, or designee, to advertise the project.

FISCAL IMPACT:
There is no impact to the County General Fund. The estimated project cost is $292,000 funded by Safe Routes to
School Funds (57%) and Local Road Funds (43%).
REASONS FOR RECOMMENDATIONS AND BACKGROUND:
The purpose of this project is to provide improved pedestrian facilities along the south side of Willow Lake Road,
from Discovery Bay Elementary School to Discovery Bay Blvd.The roadway is adjacent to residential homes along
the south side and a recreational park and elementary school along the north side. Constriction of this project is
needed to close the last remaining sidewalk gap on Willow Lake Road and provide pedestrians with standard
facilities at every approach to Discovery Bay Elementary School. Currently there is no sidewalk along the south
side of Willow Lake Road connecting the residences south of the road with the Discovery Bay Elementary School.
Improvements for this project will include installation of a 5-foot wide (measured from the face of the curb)
concrete sidewalk, approximately 1000 feet in length; the installation or modification of five pedestrian curb
ramps and one island passage way at the intersection of Discovery Bay Boulevard to comply with Americans
with Disability Act (ADA); and restriping at the intersection of Discovery Bay Boulevard. In addition, the mid-
block crosswalk in front of the school will be relocated (approximately 30 feet east of the existing one) to allow
installation of 2 new curb ramps and to move the crosswalk away from the driveway.
To avoid impacts to school, construction activities will be conducted during summertime when school is not in
session. Two ornamental trees will require removal and tree trimming will be necessary to accommodate
installation of the sidewalk. At least one lane will remain open at all times during construction. Utility relocation
and real property transactions, including right-of-way acquisition, may be necessary in support of this project.
CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in delay of design and constriction and may jeopardize funding.

GENERAL CONSIDERATIONS:
1. Location: The project is located on Willow Lake Road, in the community of Discovery Bay in East Contra
Costa County. (Figs. 1-3)
2. Project Description: The purpose of this project is to provide improved pedestrian facilities along the south
side of Willow Lake Road, frorii Discovery Bay Elementary School to Discovery Bay Blvd. The roadway is
adjacent to residential homes along the south side and a recreational park and elementary school along the north
side. Construction of this project is needed to close the last remaining sidewalk gap on Willow Lake Road and
provide pedestrians with standard facilities at every approach to Discovery Bay Elementary School (Figure 3).
Currently there is no sidewalk along the south side of Willow Lake Road connecting the residences south of the
road with the Discovery Bay Elementary School.
Improvern.ents for this project will include installation of a 5-foot wide (measured from the face of the curb)
concrete sidewalk, approximately 1000 feet in length; the installation or modification of five pedestrian curb
ramps and one island passage way at the intersection of Discovery Bay Boulevard to comply with Americans
