RECOMMENDATION:
ADOPT Position Adjustment Resolution#20501 to establish the classification of Health Equity Program
Manager(VASH), allocate the salary schedule at salary level B85-1729 ($5,802 - $7,053), and add one (1) full-

time position in the Health Services Department.

BACKGROUND:
April 2003 the Health Services Department adopted the Reducing Health Disparities (RHD) Initiative Plan.
Contra Costa County Health Services mission is to care for and improve the health of all the people residing in
Contra Costa County; special attention will be given to those residents who are most vulnerable to health
problems. The Health Equity Program Manager will be responsible for evaluating and improving the CCHS
systems such as language access, creating strategies to support staff diversity, and to provide intense outreach
by engage communities that may be underserved. The Health Equity Program Manager's responsibilities
include developing, managing, directing and monitoring the Plan, working with Division Directors in
monitoring the progress and implementation, work with the Health Services Personnel Officer and Director of
Medical Staff Affairs. Health Equity Program Manager also will be responsible for seeking funding and/or
other potential finding sources, monitors accomplishments and reports to the funding sources.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, Health Services will not.have the dedicated management personnel to lead and
oversee the Reducing Health Disparities Plan goals and objectives to improve access to health services provided
by the CCHS systems to the socially-economically disadvantaged county residents. This could adversely affect
the quality of service provided to Contra Costa County residents.
