RECOMMENDATION:
Adopt Position Adjustment Resolution Number 20574, to add two (2) permanent full-time Ambulatory Care Clinic
Coordinator positions (VAHB) at salary level K65 1452 ($4,411-$5,361) as recommended by the Assistant County
Administrator-Human Resources Director.
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of $189,865 is funded from Mental Health Services Act
(Proposition 63) funds and is budgeted in the 2008/2009 fiscal year.

BACKGROUND:
The Board of Supervisors recently approved to add nineteen (19) new positions to staff two new programs, the Older
Adult Program and the Housing Program, funded by the Mental Health Services Act (MHSA). In addition, the Mental
Health Services Act is providing funding to two other mental health programs, one program provides services to
seriously and emotionally disturbed children and adolescents, the other provides services to seriously and persistently
mentally ill adults. These four new MHSA-funded programs are separate and distinct from the department's traditional
mental health programs, in that these programs provide services specifically to consumers enrolled in full service
partnerships under the MHSA.
Since the implementation of MHSA programs, staffing has increased to over 70 positions. Oversight and general
administrative support for these new programs is needed. The Department is requesting adding two Ambulatory Care
Clinic Coordinator positions to provide support and supervision to these programs. The Ambulatory Care Clinic
Coordinators are responsible for coordinating the day-to-day general administrative support activities of health center
sites. Primary responsibilities include planning, assigning and reviewing the work of subordinates, Working closely with
medical and nursing personnel and Monitoring and evaluating the integration of service delivery.
CONSEQUENCE OF NEGATIVE ACTION:
If this request is not approved, the new MHSA-funded. programs and/or the public Mental Health System of Care will
not have the needed supervision and/or support.
