RECOMMENDATION:
ADOPT Position Adjustment Resolution Number 20570 to transition two(2) Mental Health Clinical Specialist-Project(VQS2) positions
and incumbents to into the Merit system.
FISCAL IMPACT:
Upon approval, there will be no fiscal impact associated with this action.
BACKGROUND:
The Health Services Department is requesting the transition of Mental Health Clinical Specialist-Project position #13196 and #13200
and the incumbents into the Merit system. The incumbents have not served in their Project positions for at least one (1) year as
required in Section 1603.1 of the Personnel Management Regulations (PMRs). However both inc bents meet the other provisions
for transitioning from project positions to the merit system in accordance with PMR Section 1603— nsfer of P ject Positions.

Section 1603.1 of the Personnel Management Regulations states that when the Board of Supervisors establishes as regular service a
program initially established by the Board for a specific limited period as part of an approved project, employees who have served in
Project positions for at least one (1) year shall be included in the merit system if the Director of Human Resources.recommends such
inclusion, the Board of Supervisors approves the classification and its addition to the merit system, and the employee(s)was originally
appointed to the project position(s)from an eligible list on an open competitive basis.
The incumbent in position #13196 was hired on 7/16/07 and the incumbent in position #13200 was hired 8/6/2007. Therefore, the
Department is requesting that the Board of Supervisors waive the requirement under Section 1603.1 of the PMR.
