TOWN OF DISCOVERY BAY COMMUNITY
SERVICES DISTRICT 10`h ANNIVERSARY
WHEREAS, The Town of Discovery Bay Community Services District was established by the vote of the
Discovery Bay residents in November 1997 to control the Discovery Bay water and wastewater
services and formally began on July 1, 1998; and
WHEREAS, The Town of Discovery Bay Community Services District began their operations from scratch
by finding an office from which to operate, hiring staff members, and purchasing a vehicle and
tools in order to provide services; and
WHEREAS, The Town of Discovery Bay Community Services District Board in the year 2000 formally
changed its naive to the Town of Discovery Bay Community Services District (TODBCSD); and
WHEREAS, The Town of Discovery Bay Community Services District has made many contributions since
its formation that have truly been to the benefit'of the residents of Discovery Bay, including the
construction of two water treatment plants.that treat the water, remove iron and manganese from the
groundwater, and store water in large tanks; and .
WHEREAS, The Town of Discovery Bay Comununity Services District has partnered with the University of
Berkeley to create a wetlands trail to remove pharmaceutical by-products from its wastewater; and
WHEREAS, The Town of Discovery Bay Community Services District worked with many local officials to
obtain the 94505 Zip Code for the Discovery Bay community; and..
WHEREAS., The Town of Discovery Bay Community Services Districtreplaced all the street signs within
the community with signs bearing the new Discovery Bay Logo.and has developed a master landscape
plan, which is being used to help with the re-planting of trees and shrubs around the community; and
WHEREAS, The Town of Discovery .Bay Community Services District was the first in California, and the
first of many other states; to use a solar system to.treat and process its bio-solids; and
WHEREAS, The Town of Discovery Bay Community Services District has named local community parks
such as Slifer;Fuss, and Cornell after some of the pioneers of the community; and
WHEREAS, The Town of Discovery Bay Community Services:District has participated in local road safety
and improveunent programs such as the Highway 4 safety Corridor and the Vasco Road Safety Task
Force; and
WHEREAS, The Discovery Bay Community Service District has secured over half a million dollars to be
used for a Discovery Bay community center project; and
WHEREAS, The Town of Discovery Bay Community Services Di strict has had 12 Board Directors that
have served in the last ten years: Bob Doran 1998—present, David Piepho 1998—present, Bill Slifer
1998-2001, Michael Dohren 1998-2000, Chet Loveland 1998-1999; Gary Hess 2000-2003, Ray
Tetreault 2000-2006, Maureen Murray 2001-2004,.;Barry Hinds 2003-2005, Shannon Murphy-
Teixeira 2004—present, Patty Knight 2005—present; Dave Dove 2007—present;
NOW, THEREFORE, BE IT RESOLVED THAT THE CONTRA COSTA COUNTY BOARD OF
SUPERVISORS recognizes the Town of Discovery Bay Community Services District for its
outstanding contributions to Discovery Bay a&tnco,,nn,-,.nlytin which it serves and congratulates
