RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute Amendment No. 5 to the
consulting services agreement with Ove Arup and Partners California, Ltd. (ARUP) effective May 15, 2007, to
increase the payment limit by $15,840 to a new payment limit of$1,150,990 to provide additional design services
for the Iron Horse Trail Pedestrian Overcrossing at Treat Boulevard, Pleasant Hill BART Station area.

FISCAL IMPACT:
There is no impact to the County General Fund. This contract amendment allows for an additional$15,840 above
the previously approved contract for $1,135,150, funded by Redevelopment funds (100%).
BACKGROUND AND REASONS FOR RECOMMENDATIONS:
On June 10, 2003, the Board approved the design of the pedestrian overcrossing at Treat Boulevard. This project
provides for pedestrian and bicycle safety when crossing the heavily trafficked Treat Boulevard. The bridge will
also link discontinuous sections of the Iron Horse Trail.
This amendment provides for the following:
a. Redesign traffic signal work at the intersection of Treat Boulevard and Jones Road to accommodate the
signal design from the nearby BART Redevelopment Project.
b. Update the project specifications to the 2006 Caltrans standard specifications and the latest amendments.
The effective date of this agreement predates the Board approval so that the project can stay on schedule for
advertisement in early 2009. The Iron Horse Trail Pedestrian Overcrossing Project traffic signal plans were
originally designed in 2005/2006 and based on the existing traffic signal installation. Since that time, the County
reviewed and approved traffic signal modification plans at this intersection.for the nearby BART Redevelopment
Project. As a result,the Iron Horse Trail Pedestrian Overcrossing Project signal plan need to be redesigned based on
the condition after the BART Redevelopment Project is completed. The project specifications were originally
generated based on 2002 Caltrans standard specification. Since that time, Caltrans published the 2006 Caltrans
standard specifications and various amendments. As a result, the project specifications need to be modified to the
latest version of specifications and the subsequent amendments.
CONSEQUENCES OF NEGATIVE ACTION:
If the amendment is not approved, the consultant cannot be paid for the additional required work.
