These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County. BACKGROUND: Contra Costa County receives funds from the Administration for Children and Families (ACF) to provide Head Start program services to program eligible County residents. The Board approved receipt of funds from ACF on September 18, 2007. The Department, in turn, contracts with a number of community-based organizations to provide a wider distribution of services. Ochoa I � SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Service) Director, or his designee (Patricia Tanquary), to execute on behalf of the County, Contract #27-696-2 with Jose E. Ochoa, a self-employed individual, in an amount not to exceed $31,430, to provide consulting Iservices to the Department with regard to sales and outreach support, market trending, forecasting andi statistical analysis for the Contra Costa Health Plan, for the period from May 16, 2008 through December 15, 2008. FISCAL IMPACT: I This Contract is funded 100%by Contra Ci sta Health Plan member premiums. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): On December 6, 2007, the Board of Supervisors approved Contract #27-696-1 with Jose E. Ochoa, for the period from December 16, 2007 throughl,May 15, 2008, to provide consultation and technical assistance with regard to sales and outreach for the Contra Costa Health Plan including, but not limited to, assisting the CCHP Chief Executive Office with regard to analyzing key factors to increase new membership and retention of current members; drafting and implementing action plans. Approval of Contract #27-696-2, will allow the Contractor to continue to provide consulting services to the Department with regard to sales and outreach support, market trending, forecasting and statistical analysis to the CCHP Chief Executive Office,through December 15,2008.
