COMMUNITY CENTER FOR HEAD START WRAPAROUND AND
STATE PRESCHOOL SERVICES

RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
to execute a contract with Cambridge Community Center, in an amount not to exceed
$335,370 to provide Head Start Wraparound and State Preschool services for the term
July 1, 2008 through June 30, 2009. (District IV) (Budgeted, 75% Federal funds, CFDA
93.600 / 25% State funds)
FISCAL IMPACT:
Funds included in Department's FY 2008-09 budget. Grant sources are Administration
for Children and Families (Head Start Program) and California Department of
Education, Child Development Program. No County costs.

CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa Couniy's community outcomes - Outcome 1: "Children Ready
for and Succeeding in School," Outcome 3: "Families that are Economically Self-
sufficient," and, Outcome 4: "Families that are Safe, Stable, and Nurturing." These
outcomes are achieved by offering comprehensive services, including high quality early
childhood education, nutrition, and health services to low-income children throughout
Contra Costa County.
BACKGROUND:
Contra Costa County receives funds from the Administration for Children and Families
(ACF) to provide Head Start program services to program eligible County residents.
The Board approved receipi of funds from ACF on September 18, 2007. The
Department, in turn, contrats with al number of community-based organizations to
provide a wider distribution of services. Approval of this contract will allow the provision
of Head Start services to ei6hty-four (84) program eligible children through June 30,
2009.
County also receives funds from the California Department of Education (CDE) Child
Development program for State Preschool and child development services. The Board
approved receipt of funds from CDEi on January 8, 2008, January 15, 2008 and March
18, 2008. The Department also contracts with a number of community-based
organizations to provide a wider outreach for these services as well. Approval of this
contract will allow the provision of State Preschool services to twenty-four (24) program
eligible children through June 30, 2009.
