Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on e alf of
the County, Contract #74-330 with Seneca Residential and Day Treatment Center for Children, Inc., a non-
profit corporation, in an amount not to exceed $272,640, to provide residential day treatment services at their
San Francisco Community Treatment Facility for the period from May 1, 2008 through June 30, 2009.
FISCAL IMPACT:
This Contract is funded 29% Federal Medi-Cal (FFP), 35% State Early and Periodic Screening, Diagnosis, and
Treatment(EPSDT), 8% State Community Treatment Facility(CTF), and 28% Mental Health Realignment.
CHILDREN'S IMPACT STATEMENT:
This AB 3632 program supports the following Board of Supervisors' community outcomes: "Children Ready For
and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and
Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in
positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale
(CAFAS).
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides a multi-disciplinary treatment
program as an alternative to hospitalization for minors who need active psychiatric treatment for acute mental,
emotional or behavioral disorders.
For a number of years, the Contractor has operated County's Oak Grove Community Treatment Facility(CTF).
On January 1, 2008 the CTF program in Concord closed as a locked facility and reopened as a level XIV
unlocked group home.
Under Contract 74-330, the Contractor will provide residential treatment services at its San Francisco facility
for County's clients that require the services of a CTF, through June 30, 2009.
