HomeMy WebLinkAboutMINUTES - 06172008 - C.81 TO'.` ~BOARD OF SUPERVISORS Contra FROM: William Walker,M.D., Health Services Director Costa By: Jacqueline Pigg, Contracts Administrator ' DATE: June 4 2008R ° . `�� County SUBJECT: Approval of Contract Amendment Agreement#74-142-12 with Seneca Residential and Day Treatment Center for Children SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Contract Amendment Agreement #74-142-12 with Seneca Residential and Day Treatment Center for Children, a non-profit corporation, to amend Contract #74-142-8 (as amended by subsequent agreements #74-142-9 and #74-142-10), to increase the payment limit by $126,480, from $2,263,025 to a new total of$2,389,505, with no change in the original term of July 1, 2006 through December 31, 2007. FISCAL IMPACT: This Contract is funded 35% by Federal Medi-Cal (FFP), 34% State Early and Periodic Screening, Diagnosis, and Treatment (EPSDT), 6% State Community Treatment Facility (CTF) funds, and 25%Mental Health Realignment. BACKGROUND/REASON(S) FOR RECOMMENDATION(S): On December 5, 2006, the Board of Supervisors approved Novation Contract #74-142-8 (as amended by subsequent Agreements #74-142-9 and #74-142-10), with Seneca Residential and Day Treatment Center for Children, for the period from July 1, 2006 through December 31, 2007, for the provision of residential intensive day treatment services at County's Oak Grove Community Treatment Facility. Due to higher than expected utilization, to cover services for mentally or emotionally disturbed children, use of Contractor's services exceeded the payment limit. Approval of Contract Amendment Agreement #74-142-12 will allow the Contractor to be paid for services provided through December 31, 2007. Wigand,LCSW, Mental Health DirectorIPA) SUBJECT: REQUEST FOR RETROACTIVE APPROVAL FOR CONTRACT AMENDMENT—Seneca Residential &Day Treatment Center Contract# 74-142 STATEMENT OF NEED FOR RETROACTIVE APPROVAL The State Department of Mental Health has been working in collaboration with the County's Mental Health Division to establish a program for providing Residential Intensive Day Treatment Services for seriously emotionally disturbed adolescents at County's Oak Grove Community Treatment Facility. Seneca Residential &Day Treatment Center has provided Mental Health services under Contract number 74-142 since 2001. The facility closed as a Community Treatment Facility on January 1, 2008. The certification process,required by the State for changing the program from a CTF to a Level XIV Group Home,was lengthy,and a solid start date was not predictable. The contract was amended three times during the year,to add time and funds. The third amendment added time only; however enrollments into the program were increasing due to the increase of AB3632 clients, a mandated service. It was also considered of benefit to the fiscal success of the new program to start the program with all beds filled. On December 31, 2007 the contract expired with insufficient funds to cover the costs of providing services to the additional clients in the program. The shortfall totaled $126,480 and a one-time payment request has been initated. BENEFIT OF CONTRA COSTA COUNTY: Approval of this retroactive contract amendment will allow for the Contractor to continue providing Intensive Day Treatment services, medication support and mental health services to County-referred SED adolescents who are part of the certified class mandated to receive them.
