Rupf, Sheriff-Coroner County °o.•• d DATE: June 5, 2008 SrA covn�t SUBJECT: APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with Global Tel*Link Corporation to provide an Inmate Calling Program in the adult and juvenile detention facilities with revenue in the amount of up to $4,200,000 for the period July 1, 2008 through June 30, 2013. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: I LOOO APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with Global Tel*.Link Corporation to provide an Inmate Calling Program in the adult and juvenile detention facilities with revenue in the amount of up to $4,200,000 for the period July 1, 2008 through June 30, 2013. FINANCIAL IMPACT: No net County costs. $4,200,000 estimated revenue from commissions earned on inmate telephone calls to fund the Inmate Welfare Fund and juvenile probation. BACKGROUND: The Office of the Sheriff conducted a solicitation process to obtain a provider for an inmate calling program in the adult detention facilities in 2003. The General Services Department negotiated with the original vendor, TCG Public Communications, Incorporated, to provide the same service and commission rates to the Probation Department under the same agreement. TCG was purchased by Global Tel*Link Corporation (GTL) in 2006. GTL approached the County with an offer to continue providing the inmate calling program in adult and juvenile facilities. In exchange fora five year agreement, GTL will pay very attractive, above industry average commissions to the County Inmate Welfare Fund. The commissions earned from inmate telephone calls is a major funding source for the Inmate Welfare Fund and juvenile probation.
