BACKGROUND:
On December 12, 2000, the Board,of Supervisors approved a policy on the process for
recruiting applicants for selected advisory bodies of the Board. This policy requires an open
recruitment for all vacancies to At Large seats appointed by the Board. The Board also
directed that the IOC personally conduct interviews of applicants for At Large seats on the
Contra Costa County Fire Protection District's Fire Advisory Commission, the County
Planning Commission, and the Board appointees to the County Employees' Retirement
Board.
On June 30, 2008, the term for one At Large County Planning Commissioner will expire.
The terms for planning commissioner seats are four years. On behalf of the Internal
Operations Committee, staff recruited earlier this year (March-May) to fill the pending
vacancy. The Committee received two applications and conducted interviews on June 9.
As a result of the competitive process, the Committee recommends re-appointment of
incumbent Richard Clark to the County Planning Commission.

Thank you for applying for a seat on the Contra Costa County Planning Commission. This particular seat is
appointed by the County Board of Supervisors after an interview and nomination process conducted by the
Board's Internal Operations Committee (Supervisors Susan A. Bonilla and Gayle B. Uilkema). The term of
the appointment is four years,beginning July 1, 2008 and ending June 30, 2012.
The Internal Operations Committee will interview two applicants in a group interview. I have reserved time
on the Committee's agenda to interview you as follows:

(Room 101 is located across the hallfrom the Board Chambers on the first floor of the Administration Building.)
You should expect that the questions will cover such issues as, "Why do you want to be a member of the
Planning Commission?", "What do you ithink are the most important planning issues facing the County?",
"What would you like to accomplish as a member of the Planning Commission?". The Committee
members are, of course, free to ask you any question they wish in order to better understand your views on
County planning issues.
Following the completion of the interviews,both of the candidates will be excused and the Committee will
decide which candidate it wishes to recommend to the full Board of Supervisors for appointment. I expect
the Committee to make its recommendation to the Board of Supervisors on June 17. Each candidate will be
advised in writing of the outcome of the interview.
