(90% California Department of Water Resources Local Levee Evation Program Grant and 10% Flood Control Zone 7 funding) (District I) Project No. 7527-61)8VI8 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATI011{� RECOMMENDED ACTION: APPROVE and AUTHORIZE the Chief Engineer,Flood Control and Water CNnservation District,or designee,to execute all grant documents necessary to secure grant funding with the Californila Department of Water Resources, not to exceed$1,000,000, from State matching funds for Fiscal Year 2008/200q,for the Geotechnical Investigation of Wildcat and San Pablo Creek Levees, North Richmond Area. FISCAL IMPACT: i Because North Richmond is designated a Severely Disadvantaged (Community by the Department of Water Resources, the Contra Costa County Flood Control and Water Cons(rvation District (FC District) will only be required to provide 10% matching funding for the project. As gran awards are limited to $1,000,000, the FC District's contribution will not exceed $100,000. (906/o California Department of Water Resources Local Levee Evaluation Program Grant and 10% Flood Control Zone 7 funding) (District 1) Project No. 7527-6D8618 DATE: June 17, 2008 PAGE: 2 of 2 REASONS FOR RECOMMENDATIONS AND BACKGROUND: The purpose of the proposed investigation is to provide geotechnical sampling and analysis of the levees along Wildcat and San Pablo Creeks in the North Richmond Area. The geotechnical documentation developed in this investigation will be submitted to the U.S. Department of Homeland Security's Federal Emergency Management Agency(FEMA) to show that the levees meet the requirements of Section 65.10 of the National Flood Insurance Program(NFIP)regulations. The levees covered in the proposed geotechnical investigation are FEMA Provisionally Accredited Levees (PAL)and thus a full certification for them must be provided to FEMA by July 25,2009,or the landward side of the levees will be designated as floodprone. This grant, if received, will pay the majority of the costs associated with the geotechnical investigation required for the certification. CONSEQUENCES OF NEGATIVE ACTION: If a geotechnical investigation, along with other documentation, is not provided to FEMA for the levees along Wildcat and San Pablo Creeks,the levees will lose their FEMA certification and the landward side of the levees will be declared floodprone.
