FINANCIAL IMPACT There is no financial impact associated with approval of recommended action. BACKGROUND Section 1108-2.212 of the County Ordinance Code authorizes the Purchasing Agent to dispose of any personal property belonging to Contra Costa County and found by the Board of Supervisors not to be required for public use. Equipment— 2/20/08 Dear Mr. Mann: The Contra Costa County Fire Protection District Advisory Fire Commission has authorized the disposal of the surplus property listed on the enclosed attachments at their Commission Meetings on February 21 &April 14, 2008. We request that your office proceed to have the attached lists declared surplus by the Board of Supervisors and authorize the Fire District to dispose of these items. All in favor, motion carried. FIRE CHIEF'S REPORT: • Recruit Firefighter Academy#42 —Academy to being on March 24 with 21 recruits. • Recruit Firefighter exam is scheduled for February 23`d. This will be our Ifirst video- based testing process. Hiring list should be available by summer. • BC Hartford has assumed a special assignment to manage the District's training responsibilities. • Training Chief Ron Martin has assumed a special assignment as Safety Officer for .the District. The District hopes to establish this as a permanent position — Battalion Chief level. • New Fire Stations 84 and 85 (Pittsburg) Facilities Manager Ron Guelden will be present at the April meeting. Will have construction plans available for viewing. • The District's Serious Accident Investigation Team Report concerning the July 21, 2007 line of duty deaths should be available soon (4-6=weeks). Chief Richter has commissioned an.expert in the field of line of duty deaths, Retired Chief Gordon Routley, to review our team's work and provide professional input. • United Chief Officers Association has ratified the District's contract offer. Labor contract to be signed today. • Commissioner Chapman revisited the issue of railroad gate locks from a prior meeting. Noted that the requested work has been completed which now gives fire department units access to railroad easement (Franklin Canyon). Feels that.a review of the entire railroad system should be done and we should use this gate modification to allow our units access to all railroad easements. Chief Richter will have our,Fire Prevention staff coordinate with the railroad companies involved. • Station 16 Relocation (Lafayette) — District is going through eminent domain process to obtain one-acre parcel at Mt. Diablo Blvd/Paulson Court from land developer. OLD BUSINESS: None NEW BUSINESS: Declaration of Surplus Property— Reports of January 29 and February 1, 2008: The January 29 report consists of miscellaneous computer and electronic equipment. The February 1St report consists of various quantities of used fire hose. Commissioner Egan made a motion to approve the surplus equipment lists as provided, seconded by- Commissioner Haynes. All in favor, motion passed. COMMISSIONER COMMENTS: Commissioner Haynes: • Inquired as to whether the District would be making Fire District wearing apparel (T- shirts, sweats, etc.) available, as mentioned by AC Ross at the December meeting. Chief Richter will check with AC Ross. U:\SRMGRS\FC\MINUTES\FEBRUARY2008 3 o Committee meetings and JPA meetings are ongoing. Operations Committee is looking at putting system out to bid to obtain total cost figures for participating,agencies. o Pursuing possible grant monies. o Negotiating sites for the towers necessary for the system. UNFINISHED BUSINESS: Railroad Property Gate Access Locks (Update) — Battalion Chief Warren has been asked to expand his efforts with the railroad companies to see that a standardized gate modification is implemented by the railroad companies that would allow us access to all railroad easements. More information will be provided at the June meeting. NEW BUSINESS: Declaration of Surplus Property— Report of February 20, 2008: The report consists of mainly light vehicles and miscellaneous equipment. Commissioner Haynes made a motion to approve the surplus equipment list as provided, seconded by Commissioner Egan. Commissioner Cunningham inquired as to whether the 1985 Ford 350 was the old Rescue 69 unit. Chief Richter believes that this is the chassis for it. Commissioner Cunningham also asked if we are going to get a replacement for planned use of Type 4 for Station 19. Chief Richter will check with the Apparatus Manager. All in favor, motion passed. COMMISSIONER COMMENTS: Commissioner Cunningham: • Kudos to Stations 1, 5, 6, 9, 14, 15, 70, and 81 for meeting their target 1-1/2 minute turn-out times as reflected in.the December 2007 and January 2008 reports. • Kudos to Assistant Chief Ross for incorporating a "right of refusal" into the proposed purchase agreement of a ladder truck from San Ramon Valley FPD. Vehicle did not meet our standards and the purchase was not made. Commissioner Fields: • Water Rescue Program - Inquired as to whether we have an automatic aid agreement with East Contra Costa FPD for water-related incidents. Due to the late hour, he will pursue this topic at another time. Commissioner Granados: None Commissioner Delcollo: - None Commissioner Haynes: • Mentioned the recent publicity regarding the formation of a governing Board for East . Contra Costa FPD.
