LANGO, DIRECTOR OF GENERAL SERVICES s COSTA DATE: JUNE 17, 2008Poo-- ' ' COUNTY Sra n'•i SUBJECT: TEMPORARY PERMITS TO ENTER AND USE PROPERTY FOR THE PREMISES AT 10900 SAN PABLO AVENUE, EL CERRITO FOR THE DEPARTMENT OF INFORMATION TECHNOLOGY (CP # 08-10, WH239D) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)$BACKGROUND AND JUSTIFICATION RECOMMENDATION 0//05 1. APPROVE Temporary Permits to Enter and Use Property, commencing June 3, 2008, with the City of Richmond to access Richmond's communications vault and monopole, and with the City of EI Cerrito to access EI Cerrito's parking lot at 10900 San Pablo Avenue, EI Cerrito, by the Contra Costa County Department of Information Technology, under the terms and conditions more particularly set forth in the Temporary Permits. 2. AUTHORIZE the Director of -General Services, or designee, to EXECUTE the Temporary Permits on behalf of the County. 3. DETERMINE that the project is a Class 1 , Section 15301 Exemption under the California Environmental Quality Act (CEQA). 4. DIRECT the Director of Conservation and Development, or designee, to file a Notice of Exemption with the County Clerk, and DIRECT the Director of General Services, or designee, to arrange for the payment of the handling fees to the Conservation and Development Department and County Clerk for filing of the Notice of Exemption. FINANCIAL IMPACT The Temporary Permits will allow access to the vault and monopole and the parking lot at no cost to County. BACKGROUND The Temporary Permits to Enter and Use Property will allow access to the City of Richmond's communications vault and monopole and EI Cerrito's parking lot by Contra Costa County's Department of Information Technology (DoIT) to install new radio communications equipment, antennas, and microwave dishes that are a part of the East Bay Regional Communications System (EBRCS). An agreement for the long term use of the vault and monopole and the parking lot will be negotiated with the Cities of Richmond and EI Cerrito in the near future.
