(District V) (Budgeted, 48% Federal funds/ 52% State funds) FISCAL IMPACT: Funds included in Department's FAY 2008-09 budget. Grant sources are Administration for Children and Families (Head Start Program, CFDA 93.600) and California Department of Education, Child Development Program. No County costs. These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County. BACKGROUND: Contra Costa County receives fun,ds from the Administration for Children and Families (ACF) to provide Head Start program services to program eligible County residents. The Board approved receipt of funds from ACF on September 18, 2007. The Department, in turn, contracts with a number of community-based organizations to provide a wider distribution of services. Approval of this contract will allow the provision of Head Start Program Enhancement services to twenty-two (22) program eligible children through June 30, 2009. County also receives funds from the California Department of Education (CDE) Child Development program for State Preschool and State Pre-Kindergarten Family Literacy program services. The Board approved receipt of funds from CDE on January 8, 2008, January 15, 2008 and March 18, 2008. The Department also contracts with a number of community-based organizations to provide a wider outreach for these services as well. Approval of this contract will Iallow the provision of State Pre-Kindergarten Family Literacy services to sixteen (16) program eligible children through June 30, 2009.
